AN ACT relating to programs for public employees; increasing the amount to be paid by this state for group insurance for certain public employees, public officers and retired public employees; requiring the board of the public employees’ benefits program to issue a request for information or proposals concerning privatization of the program; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

 

1-1    Section 1. Section 1 of chapter 353, Statutes of Nevada 2001, at page

1-2  1671, is hereby amended to read as follows:

1-3     Section 1. For the purposes of NRS 287.044 and 287.0445 and

1-4  subsection 1 of NRS 287.046, this state’s share of the cost of


2-1  premiums or contributions for group insurance for each public officer

2-2  or employee who elects to participate in the public employees’

2-3  benefits program is:

2-4     1.  For the fiscal year 2001-2002, $357.50 per month.

2-5     2.  For the fiscal year 2002-2003, [$384.50] $465.78 per month.

2-6    Sec. 2.  Section 2 of chapter 353, Statutes of Nevada 2001, at page

2-7  1671, is hereby amended to read as follows:

2-8     Sec. 2.  For the purposes of subsection 2 of NRS 287.046, the

2-9  base amount for this state’s share of the cost of premiums or

2-10  contributions for group insurance for each person who is retired from

2-11  the service of this state and continues to participate in the public

2-12  employees’ benefits program is:

2-13    1.  For the fiscal year 2001-2002, $202.34 per month.

2-14    2.  For the fiscal year 2002-2003, [$217.84] $263.89 per month.

2-15    Sec. 3.  The board of the public employees’ benefits program shall

2-16  ensure that:

2-17    1.  No state employee who is a member of the program is required to

2-18  pay, for the fiscal year 2002-2003, any part of the cost of the premiums or

2-19  contributions for the program which are attributable to the health benefits

2-20  coverage of the employee by the program. The provisions of this

2-21  subsection do not prohibit requiring a state employee to pay the cost of the

2-22  premiums or contributions attributable to the coverage of the state

2-23  employee’s dependents by the program.

2-24    2.  Any money resulting from the amendatory provisions of section 1 of

2-25  this act that exceeds the amount necessary to carry out the provisions of

2-26  subsection 1 is applied to reserves or used to maintain current health

2-27  benefits.

2-28    Sec. 4.  The board of the public employees’ benefits program shall

2-29  issue a request for information or a request for proposals to determine

2-30  whether privatization of the public employees’ benefits program is

2-31  economically feasible. The board of the public employees’ benefits

2-32  program shall require that any information or proposals returned in

2-33  response to a request issued pursuant to this section are returned to the

2-34  board in sufficient time to allow the board to use such information or

2-35  proposals when making any decisions regarding any plan for benefits that

2-36  will begin on or after July 1, 2003.

2-37    Sec. 5.  This act becomes effective on October 1, 2002.
