      ASSEMBLY COMMITTEE ON COMMERCE

 

      Sixty-seventh Session

      January 27, 1993

 

 

 

The Assembly Committee on Commerce was called to order by Chairman Gene T. Porter at 3:40 p.m. on Thursday, January 27, 1993, in Room 332 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda, Exhibit B is the Attendance Roster.

Chairman Porter welcomed all those present to the inaugural meeting of the Assembly Committee on Commerce, welcomed the new members of the committee, and also welcomed Mrs. Gaylyn J. Spriggs, a former member of the committee.

 

Chairman Porter called the committee's attention to the proposed Standing Rules (Exhibit C) and indicated the only change from the rules of the previous session was in number 5 which would require a simple majority for committee introduction rather than a two-thirds majority.  As set forth in Rule number 7, The Chairman advised the committee would meet on Monday, Wednesday and Friday at 3:30 p.m., but no meetings would be held on Fridays until late in the session, perhaps May and June.

 

      ASSEMBLYMAN GIUNCHIGLIANA MOVED TO ADOPT THE STANDING RULES OF THE ASSEMBLY COMMITTEE ON COMMERCE IN THE FORM OF EXHIBIT C ATTACHED HERETO.

 

      ASSEMBLYMAN ARBERRY SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

 

Chairman Porter introduced the following guests:  Teresa Rankin, Commissioner, Department of Insurance; John Wiles, Advocate for Insurance Customers, Department of Insurance; Harvey Whittemore of the Nevada State Board of Medical Examiners; and Paula Treat, representing the Peace Officers Research Association of Nevada and the Sheriffs and Chiefs Association.  Chairman Porter also introduced the committee's research analyst, Paul Mouritsen.

 

Chairman Porter asked which of the members of the committee wished to have a personal copy of the minute book;  Assemblyman Humke was the only member to answer in the affirmative.

 

Chairman Porter established an assessment of $5.00 for each member of the committee for the purpose of establishing a coffee fund.

 

Chairman Porter called the committee's attention to the Issue Brief (Exhibit D) prepared by Paul Mouritsen, after which Mr. Mouritsen addressed the committee concerning the contents of the brief, calling their attention to the number of bills considered by the committee during the 1991 session and the nature of those bills.  Mr. Mouritsen referred to the first section of the report, and pointed out the interim study committees had developed a number of proposals dealing with health insurance, although not all of those proposals would come before the Commerce Committee.    Mr. Mouritsen indicated another area with which the committee would be dealing was landlord-tenant law, stating a number of bills having to do with mobile home parks came before the Commerce Committee during the last session and there would probably be more such bills during this session. 

 

The Chairman informed the committee members the only bill likely to be heard by the committee prior to the two-week adjournment of the Legislature was one resulting from difficulties which had arisen between two franchisees and Union Oil Company.  He noted this bill needed to be heard prior to March, and The Speaker of the Assembly had asked it be expedited.  The Chairman indicated if the drafting of the bill was completed, it would be heard by the committee on Wednesday, February 3rd.

 

 

There being no further business to come before committee, the meeting was adjourned at 3:55 p.m.
