The Assembly Committee on Education was called to order by Chairman Wendell P. Williams, at 3:36 p.m., on Wednesday, May 5, 1993, in Room 330 of the Legislative Building, Carson City, Nevada. Exhibit A is the Meeting Agenda. Exhibit B is the Attendance Roster.

SENATE BILL 218 - Authorizes school districts to enter into agreements with certain postsecondary educational institutions to assign students of such institutions to certain training positions in public schools.
Assemblyman Jim Gibbons, Assembly District 25, explained the bill related to Sierra Nevada College, Incline Village, Nevada, a four-year institution which had been having problems securing contracts with the school districts due to current statute. The present statute permitted only the University of Nevada System to enter into a contractual agreement for student-teaching. According to an opinion from the Attorney General's office, a bill draft request would be required to change the current statute, NRS 391.095.
Mr. Gibbons pointed out SB 218 would allow an accredited, postsecondary education institution, such as Sierra Nevada College, to enter into certain contractual agreements to provide student-teachers for their training as a requirement of a degree in education.
Mr. Gibbons concluded by urging the committee to support the bill as it would provide teachers for the educational system in Nevada which recently there had been a shortage of.
Chairman Williams asked if there had been any opposition to the bill in the Senate. Mr. Gibbons replied, "No"; however, the University of Nevada System had proposed amendments.
After a discussion with the parties involved, Chairman Williams announced there had not been enough time to study the proposed amendments by all concerned. Further, Mrs. de Braga had a bill draft which was similar to SB 218 which expanded the Senate bill. The bill would be introduced within the next couple of days. Chairman Williams justified for the benefit of the committee to obtain a product which would address the concern of the colleges and school districts, he would form a subcommittee chaired by Mrs. de Braga and including any committee members who were interested to discuss incorporating the two bills.
ASSEMBLY JOINT RESOLUTION 29 - Urges national designation of month of May as United States Armed Forces History Month.
Chairman Williams acknowledged the resolution had been introduced by Assemblyman Dini who was unable to testify at the hearing. Chairman Williams requested committee action on the bill.

THE MOTION PASSED UNANIMOUSLY.
Chairman Williams introduced three of the school board trustees from Clark County: Judy Whit, President of the Board, Dan Newburn and Jose Solorio, board members, along with Bob Broniecki, President of the Clark County Classroom Teachers Association.
ASSEMBLY BILL 527 - Authorizes school districts to establish alternative programs for education of pupils at risk of dropping out of high school.
Chairman Williams indicated the vote on AB 527 which had been taken in Las Vegas needed to be ratified. However, since the vote, there had been a proposed amendment to change one word. On page 2, line 2, the word "housing" had been requested to be changed to the word "placement."
