      ASSEMBLY COMMITTEE ON GOVERNMENT AFFAIRS

 

      Sixty-seventh Session

      January 20, 1993

 

 

 

The Assembly Committee on Government Affairs was called to order by Chairman Val Z. Garner at 8:35 a.m. Wednesday, January 20, 1993, in Room 330 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.  Exhibit B is the Attendance Roster.

Chairman Garner introduced the committee staff.  The committee secretary gave a brief explanation of committee procedures.

 

Chairman Garner asked the committee to review and approve the Standing Rules of the Assembly Government Affairs Committee (Exhibit C).  Chairman Garner pointed out number 10 of the rules indicated all definite actions would require a roll call vote to be recorded by the secretary.  He stated a roll call vote would not be taken each time unless requested by a member of the committee.

 

      ASSEMBLYMAN MCGAUGHEY MOVED TO ADOPT THE STANDING RULES AS AMENDED.

 

      ASSEMBLYMAN BENNETT SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

 

Ms. Dana Bennett, Research Analyst, Legislative Counsel Bureau, gave a brief overview of the work of the Government Affairs Committee.  She introduced the Issue Brief for Government Affairs for the 1993 Nevada Legislature (Exhibit D).  Ms. Bennett indicated the Brief consisted primarily of two sections, the first section reviewed legislation enacted in 1991, the second section had a brief discussion of issues which might come before this committee. 

 

Ms. Bennett indicated the Governor had produced a report on the reorganization of state government (Exhibit E).  Copies would be available upon request and on file in Research Library.

 

Chairman Garner said the committee would make a decision regarding how amendments would be handled.  He indicated it could be done one of two ways, either someone could be assigned to take amendments to the bill drafter or all amendments could be handled by Dana Bennett. 

 

Chairman Garner elaborated slightly on the report on Commission on Government Reorganization.  He stated there had been significant changes from this document.  He said a brief overview would be made to some of the Assembly and possibly to the Senate.  He expressed the hope of holding joint hearings with the Senate when the reorganization was more firm.

 

Chairman Garner discussed the schedule of meetings.  He indicated the next meeting would be held Tuesday, January 26 at 8:30 a.m.  Further meetings would be held at 8:00 a.m. Tuesdays through Fridays. 

 

Chairman Garner said the two-week adjournment for meetings in Las Vegas would be February 8 through February 19. 

 

Mr. McGaughey reminded Chairman Garner some of the bills scheduled in Clark County would be germane to the problems in Clark County. 

 

There being no further business to come before committee, the meeting was adjourned at 9:00 a.m.
