The Assembly Committee on Government Affairs was called to order by Chairman Val Z. Garner at 8:03 a.m., Tuesday, March 23, 1993, in Room 330 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.  Exhibit B is the Attendance Roster.

Chairman Garner requested committee introduction of BDR 28-713.

 

BILL DRAFT REQUEST 28-713 -   Provides procedure to verify preferences claimed by bidders on public contracts on account of taxes paid.

 

      ASSEMBLYMAN BENNETT MOVED FOR COMMITTEE INTRODUCTION OF BDR 28-713.

 

      ASSEMBLYMAN HETTRICK SECONDED THE MOTION.

 

      THE MOTION CARRIED.

 

 SENATE BILL NO. 111 -  Clarifies that it is authorized expenditure to use money in reserve for statutory contingency account to pay certain losses of public money.

 

Chairman Garner asked if there was anyone in the audience to testify on SB 111.  No one came forward, therefore, the hearing on SB 111 was closed with no action taken.  Mr. Garner said he would investigate the bill further.

 

SENATE JOINT RESOLUTION 8 -   Expresses support for designation of Tahoe Regional Planning Agency as Metropolitan Planning Organization.

 

Fred Welden, Chief Deputy Research Director, stated he had been asked by Senator Ray Shaffer, Clark County District 2, to outline the contents of SJR 8.  He testified Senator Shaffer had chaired the interim study having oversight of the activities of the Tahoe Regional Planning Agency (TRPA), and SJR 8 was a product of the study.  In his outline, Mr. Welden utilized Bulletin No. 93-11, on file in the Research Library, Legislative Counsel Bureau.

 

David Ziegler, Executive Director, Tahoe Regional Planning Agency, supported SJR 8, and said his agency had been one of the entities which had suggested the resolution be brought to the legislature, as its purpose was to gain access to federal funds which were only available to metropolitan planning organizations.  Mr. Ziegler declared the primary need for the funding was in the area of operating funds for transit.  He did propose the legislation would not be trouble free, and things would have to be worked out with the state of California, but nevertheless, the agency wanted the chance to get the Metropolitan Planning Organization (MPO) designation and work out the other issues.

 

Steve Teshara, Lake Tahoe Gaming Alliance, spoke as Chairman, Tahoe Transportation Coalition, in support of SJR 8.  He strongly urged the legislature to join others throughout the region in supporting the resolution because it might help the TRPA qualify as an MPO in Washington.

 

The hearing on SJR 8 was closed.

 

      ASSEMBLYMAN BENNETT MOVED DO PASS ON SJR 8.

 

      ASSEMBLYMAN HETTRICK SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

 

SENATE JOINT RESOLUTION 11 -  Urges Congress and President to adopt legislation authorizing transfer of specified system for transmission of electricity to Colorado River Commission.

 

Robert Crowell, Vice Chairman, Colorado River Commission, testified SJR 11 was a companion bill to SB 296, which was to be heard in the Senate Committee on Natural Resources on Thursday, March 25, 1993.  He stated SJR 11 urged the acquiring of the 230-kilovolt transmission line in Southern Nevada.  He added the thrust of the bill had been discussed in Las Vegas.

 

Chairman Garner suggested rescheduling SJR 11, possibly scheduling it to be heard with SB 296.

 

The hearing on SJR 11 was closed.

 

A general committee discussion followed.

 

There being no further business to come before committee, the meeting was adjourned at 8:25 a.m.
