The Assembly Committee on Government Affairs was called to order by Chairman Val Z. Garner at 8:00 A.M., April 8, 1993, in Room 330 of the Legislative Building, Carson City, Nevada. Exhibit A is the Meeting Agenda. Exhibit B is the Attendance Roster.

A.C.R. 31 -Urges school districts and local governments to take certain action relating to school zones.
Mr. Garner opened the hearing with a statement from Mr. Douglas Bache, Assembly District 11, Clark County. Mr. Bache distributed an amended version of ACR 31, attached as Exhibit C. He stated the resolution was rewritten for clarification reasons. In the original resolution the school districts were not the ones responsible for designating school zones, it was the responsibility of local government. In the rewritten version the first whereas is the same. The second whereas is amended because the problem was not the location of the school sites, it was children crossing busy streets and major intersections to get to school. The third whereas is the same. The fourth one was amended to read "Many motorists do not see signs on major streets and highways that require this reduced speed;". The next whereas section is the same. In the first resolved, "local governments" was inserted in place of "school district" and instead of identifying school, identify those to benefit from installation. Next resolved is the same. The last one has a slight language change making "a citizen advisory committee of parents and other interested persons to assist in designating school zones, identifying those school zones that would benefit from flashing yellow lights or enlarged signs, and to assist on related traffic safety issues". Mr. Bache asked for questions. There being no questions, Mr. Garner asked for further testimony.
Debbie Cahill, Nevada School Education Association, came forward to testify for A.C.R. 31 and thanked Mr. Bache for his persistence in dealing with the issue. She stated NSEA supported ACR 31 as amended.
Henry Etchemendy, Executive Director of the Nevada Association of School Boards, also indicated support of ACR 31 as amended. He reminded the committee of a bill passed by the 1989 Legislature requiring the Department of Transportation to do a study of school zones throughout the state and come up with their suggestions. He was unable to locate a copy of the report issued two years ago, however, he believed line 19, speed limit signs exceeding size requirements, should be reviewed. He suggested the report indicated the importance of uniformity. He also commended Mr. Bache in his effort.
Carolyn Edwards, Clark County School District, concurred with Mr. Etchemendy and Ms. Cahill, and commended Mr. Bache. She supported ACR 31 as amended.
Mr. Bache commented that during subcommittee hearings on AB 138, testimony indicated Clark County used the larger signs and the uniform traffic sign manual sets meeting of a minimum federal sign standard only. The larger signs have not been a problem.
Mr. Garner asked for a motion to amend and adopt ACR 31.
ASSEMBLYMAN DE BRAGA MOVED TO AMEND AND ADOPT ACR 31.

SB 161 - Eliminates requirement that county treasurer using automated accounting system issue all receipts in triplicate.
Mark Aston, Clark County Treasurer, came forward to support SB 161. He stated Clark County had an automated accounting system and receipting system. The bill provided the opportunity for them to comply with an automated system of doing business. He addressed section 1 of the bill naming the counties not automated.
Mr. Garner queried Mr. Aston regarding whether he testified for the Senate on this bill. Mr. Aston stated he had and there was no opposition.
Mr. Garner entertained a motion on SB 161.
ASSEMBLYMAN BENNETT MOVED TO DO PASS SB 161.
ASSEMBLYMAN SEGERBLOM SECONDED THE MOTION.

SB 82 - Requires division of child and family services of department of human resources to adopt certain regulations in accordance with Nevada Administrative Procedure Act.
Mr. Garner opened discussion on SB 82. Mr. Bradford Bodeau, intern for Senator Glomb, testified in favor of SB 82. His testimony is attached as Exhibit D.
Mr. John Sarb, Administrator of Division of Child and Family Services, came forward to support SB 82. He thought the intent of the interim committee was to make it absolutely clear they had to publish regulations where adoption matters were concerned and not governed by agency policy alone.
No further questions were asked by members of the committee.
ASSEMBLYMAN FREEMAN MOVED TO DO PASS SB 82.
ASSEMBLYMAN KENNY SECONDED THE MOTION.
THE MOTION CARRIED.
Mr. Garner advised the committee that AB 149 was taken to the Assembly without the proper amendments attached. He informed the members the amendments would be taken to Ways and Means for attachment to the bill.
Also, AB 138 would be re-referred back to committee. There were amendment problems which need to be addressed.
There being no further business to come before committee, the meeting was adjourned at 8:30 A.M.
