The Assembly Committee on Government Affairs was called to order by Chairman Val Z. Garner at 8:05 a.m., Friday, June 25, 1993, in Room 330 of the Legislative Building, Carson City, Nevada. Exhibit A is the Meeting Agenda.

ASSEMBLY BILL 751Requires inclusion of business license number in certain advertising of business.
EXHIBIT B is the verbatim transcript of the discussion regarding AB 751.
ASSEMBLY BILL 461Provides for protection of domestic wells from impairment.
Mr. Garner indicated he had received information in response to questions concerning this measure (EXHIBIT C), specifically, why Clark County should not be included. An interim water study was being discussed which would look at domestic wells. The problem was with regard to the southern part of the state. The water district was the only purveyor of water and repumped the water from Lake Mead into the ground to raise the water table. If domestic wells were elevated to the status sought in AB 461 the ratepayer would be subsidizing the domestic well owners. Also, the district was subject to unlimited liability. Thus growth would be hindered until additional water was found. Another important difference was WestPac utilities was a privately owned utility in the north. The district was a publically owned utility. For these reasons it was recommended not to include Clark County in AB 461.

ASSEMBLY BILL 17 Changes composition of committee on benefits for programs for public employees.
Mr. Garner advised the committee the total number of state employees was 17,141. Of that number 4,600 belonged to SNEA, and 5,093 to the university and community college system. The retired persons group represented about 3,000 and non-state agencies had 1,683 employees. Mr. Garner recommended a change to the proposed amendment (EXHIBIT D) as follows: two members from among the employees in the classified service excluding the university and community college system, one member from the budget division, one member from among public employees who had retired, and one member from among the professional employees of the university and community college system.
Mrs. Freeman noted the Governor would already be represented by the budget office. It would be more appropriate for various groups to appoint their own members. Mr. Garner responded it was essential the Governor's ability to appoint be maintained in this bill.
Mr. McGaughey indicated he still had a problem with the one man, one vote rule. Mr. Garner further explained the configuration.
Mr. Bennett still had problems with the amendment but was willing to accept the proposed changes. However, the various elected groups should appoint their own members. Once the Governor signed the budget it became a contract and the salary and benefits then belonged to the employees to determine how these dollars would be spent.
Mr. Neighbors reminded the committee the employees paid into the system and therefore he would have to agree with Mrs. Freeman and Mr. Bennett, the members should be elected from their own group.
