      ASSEMBLY COMMITTEE ON HEALTH AND HUMAN SERVICES

 

      Sixty-seventh Session

      April 8, 1993

 

 

 

The Assembly Committee on Health and Human Services was called to order by Chairman Jan Evans at 1:55 p.m., Thursday, April 8, 1993, in Room 330 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda, Exhibit B is the Attendance Roster.

Mrs. Evans asked for discussion regarding Assembly Bill 275.

 

AB 275      Creates advisory committee for human services.

 

Ms. Augustine commented the concept was good; however, there was concern with the fiscal note and the creation of another advisory board.  Discussion ensued regarding the timing of the bill with regard to reorganization.

 

      ASSEMBLYMAN HELLER MOVED TO INDEFINITELY POSTPONE AB 275.

 

      ASSEMBLYMAN AUGUSTINE SECONDED THE MOTION.

 

      THE MOTION CARRIED BY THOSE PRESENT (MR. WILLIAMS AND MRS. FREEMAN WERE ABSENT AT THE TIME OF THE VOTE).

 

Mrs. Evans asked if there were any comments on Senate Bill 223.

 

SB 223      Requires advocates for residents of facilities for long-term care and ombudsman for aging persons to perform each other's duties on temporary basis.

 

      ASSEMBLYMAN SMITH MOVED DO PASS ON SB 223.

 

      ASSEMBLYMAN SEGERBLOM SECONDED THE MOTION.

 

      THE MOTION CARRIED BY THOSE PRESENT (MR. WILLIAMS AND MRS. FREEMAN WERE ABSENT AT THE TIME OF THE VOTE).

 

Copies of a proposed amendment to Assembly Bill 3 were passed out to the committee members (EXHIBIT C). 

 

AB 3        Expands authority of physicians' assistants in certain counties, physicians and registered nurses to provide care in ambulance or air ambulance.

 

Ms. de Braga indicated the changes would allow Physicians' Assistants to service rural areas and urban areas would comply with their existing regulations.  All parties involved agreed to the new language.

 

      ASSEMBLYMAN GIBBONS MOVED AMEND AND DO PASS ON AB 3.

 

      ASSEMBLYMAN TOOMIN SECONDED THE MOTION.

 

      THE MOTION CARRIED BY THOSE PRESENT (MR. WILLIAMS WAS ABSENT AT THE TIME OF THE VOTE).

 

Mr. Toomin gave a progress report on Senate Bill 197. 

 

SB 197      Requires health authority to allow child under 12 years of age to use public spa under certain circumstances.

 

The health boards of Washoe and Clark County as well as the Apartment Owners Association were very concerned and would be forwarding additional information regarding this issue.  Mr. Toomin suggested the bill be rescheduled for another committee hearing.

 

 

There being no further business to come before committee, the meeting was adjourned at 2:15 p.m.
