The Assembly Committee on Health and Human Services was called to order by Chairman Jan Evans at 1:39 p.m., Tuesday, June 8, 1993, in Room 330 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.

Mrs. Evans indicated she would like to accept a motion with regard to the approval of the minutes.

 

      ASSEMBLYMAN FREEMAN MOVED TO APPROVE THE MINUTES OF MARCH 16 THROUGH JUNE 1, 1993.

 

      ASSEMBLYMAN TOOMIN SECONDED THE MOTION.

 

      MOTION CARRIED BY THOSE PRESENT (ASSEMBLYMEN AUGUSTINE, PETRAK AND WILLIAMS WERE ABSENT AT THE TIME OF THE VOTE).

 

Mrs. Evans opened the hearing on Assembly Bill 686.

 

AB 686      Requires training of lifeguards and authorizes competency testing during employment.

 

Lynn Hettrick, Assembly District 39, testified in support of AB 686.  Mr. Hettrick indicated this bill had been requested by one of the legislative pages.  This measure would bring into statute the requirement that a lifeguard maintain a certain level of competency and would allow for posting of the certification.

 

Mr. Gibbons asked if public bathing and swimming facilities were required to have a lifeguard.  Mr. Hettrick said he believed so but would have that verified.  Mr. Gibbons also wanted to know if this bill would encompass lifeguards at public beaches, and Mr. Hettrick responded that was his intent.

 

Mrs. Segerblom inquired who administered lifesaving courses in addition to the Red Cross.  Mr. Hettrick said others gave equivalent courses, and Mrs. Evans clarified the "Y" had a similar program.

 

Mr. Toomin noted the YMCA and the YWCA offered courses in lifesaving while other sources could be obtained from the local health authorities.  Because not every public pool was required to have a lifeguard, a more restrictive definition of "public pool" was needed.  Mr. Toomin asked for a clarification regarding the lifeguard certificate.  Mr. Hettrick explained the certificate had to be renewed every three years.

 

Mrs. Evans asked Mr. Toomin, Mr. Heller and Mr. Hettrick to work out necessary modifications to the bill.

 

Mrs. Evans asked for a subcommittee report on Assembly Bill 211.

 

AB 211      Revises certain provision relating to persons authorized to possess and administer controlled substances and dangerous drugs.

 

Mrs. Freeman passed out the proposed amendment (EXHIBIT B) and noted the original measure was supported by the Board of Pharmacy and opposed by the Nurses' Association.  However, it appeared a great deal of language from the original bill had been deleted.  Mrs. Freeman reviewed some of the concerns which were addressed in the amendment.  She indicated she would like to receive feedback from Mr. Hillerby and Ms. Foley before taking action.

 

Mrs. Evans reviewed the status of other bills previously heard in committee and indicated the following bills would be discussed in a work session on Thursday:  AB 211, AB 460, and SB 400.
