The Assembly Committee on Health and Human Services was called to order by Chairman Jan Evans at 3:10 p.m., Thursday, June 24, 1993, in Room 330 of the Legislative Building, Carson City, Nevada. Exhibit A is the Meeting Agenda, Exhibit B is the Attendance Roster.

WORK SESSION
ASSEMBLY BILL 541: Revises provisions governing content of regulations relating to centers for treatment of trauma.
Yvonne Sylva, Acting Administrator/State Health Division, informed the committee the Board of Health, at their April meeting, directed the State Health Division staff to promulgate regulations for pediatric trauma. She subsequently updated the Board of Health at a June 9th meeting regarding staff currently developing pediatric trauma regulations. They could not be submitted to LCB until after July 1st. but should be ready for the October Board of Health meeting in Las Vegas.
Mrs. Evans asked if for some reason plans had to be delayed, what the earliest date for submission to the Board would be. Ms. Sylva stated December of 1993.
Robert Barengo, representing Sunrise Hospital and Medical Center, introduced Dr. Olson of Sunrise Hospital who wanted to offer a few comments regarding AB 541.
Dr. Olson voiced his concern regarding the following statement made at a previous meeting: "Guidelines would constitute a lesser standard of care for the pediatric trauma victim." He added, "By definition, having pediatric guidelines would increase the level of care to any pediatric trauma patient." He noted the guidelines were proposed by the Committee on Trauma of the American College of Surgeons.
Comments submitted by the American Academy of Pediatrics in response to the opposition to AB 541 presented at the initial Committee hearings on the bill are submitted as Exhibit C.
Jan Lewellyn-Davidson/University Medical Center, provided the committee with a memo dated June 22, 1993 (Exhibit D) clarifying
the announcement indicating the proposed pediatric regulations would be forthcoming in October. She stated they would comply with whatever the State Board of Health and the American College of Surgeons established, and added, "but basically, because we are all in agreement, and the State Board of Health is doing something, I don't see a need for this bill at this time."
Since there was no further testimony, Mrs. Evans closed the hearing on AB 541.

SENATE CONCURRENT RESOLUTION 17: Supports personal assistance services for persons with disabilities.
Reporting on the status on SCR 17, Mr. Petrak affirmed the Senate concurred with the Assembly's amendment and were in complete agreement with the changes.
There being no further business to come before committee, the meeting was adjourned at 3:25 p.m.
