      ASSEMBLY COMMITTEE ON LABOR AND MANAGEMENT

 

      Sixty-seventh Session

The Assembly Committee on Labor and Management was called to order by Chairman Christina R. Giunchigliani, at 4:45 p.m., on Tuesday, June 29, 1993, in Room 321 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.  Exhibit B is the Attendance Roster.

Following roll call, Chairman Giunchigliani asked for action on AB 636.

 

ASSEMBLY BILL 636 -     Expands category of employers allowed to appeal charging of unemployment benefits to their accounts.

 

The Chairman indicated there was an early belief AB 636 had been requested by the Employment Security Department (ESD); however, ESD did, in fact, testify against the bill and proponents had never come forward.

 

      ASSEMBLYMAN BACHE MOVED TO INDEFINITELY POSTPONE AB 636.

 

      ASSEMBLYMAN HETTRICK SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY BY THOSE PRESENT.

 

ASSEMBLY BILL 286 -     Requires certain persons who represent employer or employee before appeals officer in matter relating to workers' compensation to meet certain continuing legal education requirements.

 

Chairman Giunchigliani reviewed the progress of the bill and noted it would have to be rescinded before the committee could move to indefinitely postpone.

 

      ASSEMBLYMAN KENNY MOVED TO RESCIND PREVIOUS ACTION ON AB 286.

 

      ASSEMBLYMAN BACHE SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY BY THOSE PRESENT.

      ASSEMBLYMAN BACHE MOVED TO INDEFINITELY POSTPONE AB 286.

 

      ASSEMBLYMAN HETTRICK SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY BY THOSE PRESENT.

 

ASSEMBLY BILL 437 -     Abolishes state industrial insurance system and recreates Nevada industrial commission.

 

The Chairman noted this was a bill championed by Mr. Carpenter, which he said he would like to have again considered during the 1995 Session.

 

      ASSEMBLYMAN CARPENTER MOVED TO RESCIND PREVIOUS ACTION ON AB 437.

 

      ASSEMBLYMAN BACHE SECONDED THE MOTION

 

      THE MOTION CARRIED UNANIMOUSLY BY THOSE PRESENT.

      ASSEMBLYMAN CARPENTER MOVED TO INDEFINITELY POSTPONE AB 437.

 

 

      ASSEMBLYMAN HETTRICK SECONDED THE MOTION

 

      THE MOTION CARRIED UNANIMOUSLY BY THOSE PRESENT.
