The Assembly Committee on Natural Resources, Agriculture and Mining was called to order by Chairman Vivian L. Freeman at 2:00 p.m., June 28, 1993, in Room 321 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda, Exhibit B is the Attendance Roster.

The meeting was called to order by Chairman Freeman.

 

 

 

 

 

 

SENATE BILL 490:

 

      Defines "recycling center" for purposes of certain provisions governing recycling.

 

Mr. Verne Rosse, Division of Environmental Protection, stated S.B. 490 was requested by the Senate Natural Resources Committee after meetings on a bill which occurred earlier in the session.

The committee suggested Mr. Rosse meet with the solid waste industry as well as the recyclers particularly from Southern Nevada and come up with a definition of "recycling center." He said on page 1, Section 5, lines 12-14 of S.B. 490 was the definition and the balance of the bill was existing language. This defined a "recycling center" which would be used in upcoming regulations the Environmental Commission would adopt.

 

Mrs. Freeman said many of the terms sound familiar from what was considered last session.  Mr. Rosse said the bill contained old language except for the definition of "recycling center." 

 

Mr. Ashley Hall, representing the Automotive Dismantlers and Recyclers of Nevada, supported the language as it presently existed in S.B. 490.

 

Mr. Robert Coombs and Mr. Clint Coombs of R.C. Farms were in support of the bill and had come to an agreement between the independent recyclers and the solid waste handlers.

 

Mr. Carpenter asked if the bill would hurt their operation.  Mr. Clint Coombs said they could work with it until the next session and fine tune it.  Mr. Robert Coombs of R.C. Farms believed they could work with the bill, give it a try and fine tune the contents next session if needed.  The ultimate goal was to improve the environment, recycle, and get the resources back to make products which has been their goal for thirty years.

 

Mr. John Pappageorge, representing Reno and Silver States Disposal Companies of Nevada, concurred with S.B. 490 in the present form, and stated problems had been worked out and an agreement made with the content of the bill.

 

      ASSEMBLYMAN REGAN MOVED TO DO PASS S.B. 490.

 

      ASSEMBLYMAN SADER SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (ASSEMBLYMEN BACHE, ERNAUT, SCHNEIDER AND SMITH.)

 

SENATE CONCURRENT RESOLUTION 49:

 

      Urges all parties involved in proposed mining operation at Robinson Mining District to cooperate concerning completion of Environmental Impact Statement.

 

Mr. Joe Johnson, representing the Sierra Club, said they were not the primary sponsors of the bill, Senator Mike McGinness of the Central Nevada District was the sponsor and probably detained.  The Sierra Club testified in support of the legislation on the Senate side and would go on record as supporting the resolution.

 

Ms. de Braga asked if any progress had been made toward resolving the issue.  Mr. Johnson said there was mutual agreement between all parties and an Environmental Impact Statement would be done.  The Toyiabe Chapter of the Sierra Club filed a protest on the original finding of "No Significant Environmental Impact."  The basis was not to slow down or discourage the development of mining at the Robinson site.  A speedy resolution of the problem would be effected. 

 

      ASSEMBLYMAN SADER MOVED TO ADOPT S.C.R. 49.

 

      ASSEMBLYMAN NEIGHBORS SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (ASSEMBLYMEN ERNAUT, SCHNEIDER AND SMITH WERE ABSENT AT THE TIME OF THE VOTE.)

Chairman Freeman said all bills had been processed which had come to Natural Resources, Agriculture and Mining, she thought a meeting on the floor would take care of anything they might receive from hereon out.

 

There being no further business to come before committee, the meeting was adjourned at 2:30 p.m.
