ASSEMBLY COMMITTEE ON TRANSPORTATION
Sixty-seventh Session

The Assembly Committee on Transportation was called to order by Chairman Larry L. Spitler at 1:15 p.m., 1993, in Room 331 of the Legislative Building, Carson City, Nevada. Exhibit A is the Meeting Agenda, Exhibit B is the Attendance Roster.

Mr. Spitler welcomed returning and new members to the organizational meeting, expressing his pride in the work of the Transportation Committee from the previous session.
Chairman Spitler explained when public service commission bills come before the committee for hearings, he would not chair or participate in those hearings because of his employment with the telecommunications industry. Mr. Garner would chair the meetings in those situations.
Chairman Spitler reviewed the Standing Rules of the Committee (EXHIBIT C).
MR. GARNER MOVED TO ADOPT THE STANDING RULES OF THE ASSEMBLY COMMITTEE ON TRANSPORTATION.
MR. HETTRICK SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
Chairman Spitler stated he did have bill draft requests (BDR's) which required committee introduction.
BDR 43-566, relating to motor vehicles authorized the Department of Motor Vehicles and Public Safety to issue special license plates and registration certificates for fire trucks and providing other matter properly related.
MR. GARNER MOVED FOR COMMITTEE INTRODUCTION OF BDR 43-566.
MR. COLLINS SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
Chairman Spitler explained BDR 43-341 relating to vehicles authorized the Department of Motor Vehicles and Public Safety to issue a temporary permit to operate an unregistered vehicle to a short term lessor of the vehicle and providing other matters properly related.
MR. GARNER MOVED FOR COMMITTEE INTRODUCTION OF BDR 43-341.
MR. ANDERSON SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
Chairman Spitler explained BDR 43-670 related to motor vehicles prohibiting the Department of Motor Vehicles and Public Safety from charging a fee for the reinstatement of a driver's license under certain circumstances, eliminating the restriction on the maximum fine for which a driver's license may be suspended, revising various provisions relating to proof of financial responsibility, proof of security and other matters properly related.
MR. TOOMIN MOVED FOR COMMITTEE INTRODUCTION OF BDR 43-670.
MRS. CHOWNING SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
Chairman Spitler explained the Legislative Commission formulated an interim subcommittee to look at transportation needs. The subcommittee had two bills which required committee introduction.
Chairman Spitler summarized BDR S-1362 which established a legislative committee to conduct an interim study of laws relating to disclosure of information in real estate transactions and other matters properly related.
MR. McGAUGHEY MOVED FOR COMMITTEE INTRODUCTION OF BDR 48-1363.
MR. HETTRICK SECONDED THE MOTION.
MOTION CARRIED UNANIMOUSLY.
Mr. Spitler stated a request was received for a committee introduction to allow federal agents to use driver licenses for undercover operations such as narcotics.
MR. ANDERSON MOVED FOR THE COMMITTEE INTRODUCTION OF THE ABOVE STATED REQUEST.
MR. GARNER SECONDED THE MOTION.
MOTION SECONDED UNANIMOUSLY.
Senior Research Analyst Kerry Carroll-Davis outlined an issue brief (EXHIBIT D). She discussed the history/background of transportation issues and a brief overview of studies pertinent to the committee. Ms. Carroll stated the Motor Vehicle Lien Sale and Provisional Licenses Reports, mandated by the Sixty-sixth Legislative Session, were also available. She expressed as a resource to the committee, she would be happy to assist the members in any way she could.
Chairman Spitler asked for public comments from any member of the audience who might wish to address the committee. Hearing none and with no further business, Chairman Spitler adjourned the meeting at 1:31 p.m.
