The Assembly Committee on Ways and Means was called to order by Chairman Morse Arberry, Jr., at 10:50 a.m., on Friday, June 4, 1993, in Room 352 of the Legislative Building, Carson City, Nevada.

Chairman Arberry requested the committee consider suspending Rule 92 for the remainder of the session.  A two-thirds majority was present as required for committee action.

      MR. PERKINS SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY BY VOICE VOTE.

Chairman Arberry requested the committee consider the introduction of BDR No. 43-2111.  A two-thirds majority was present as required for a committee introduction.  The chairman explained this bill draft related to motor vehicle registration by imposing an additional fee for renewal of registration that could be renewed by mail when obtained in person at any office of the Department of Motor Vehicles and Public Safety.

 

Mr. Price stated this had been a subcommittee recommendation to charge those persons who registered their vehicles in person an additional $10.  This suggestion had been very controversial.

 

Mr. Ghiggeri added when the subcommittee closed that budget, there had been a recommendation to levy the $10 surcharge for patrons who came in to renew their registration in person.  No money had been placed in the budget based on anticipated revenue and there was no action taken by the subcommittee other than making the recommendation.  It was unknown at the time what impact this recommendation would have, so there was no adjustment made to the budget.

 

The bill introduction failed due to lack of a motion.

 

Chairman Arberry requested a committee introduction of BDR No.

S-1950.  He explained this would authorize issuance of state obligation bonds for restoration of the former Virginia and Truckee Railroad from Virginia City to Carson City.

Chairman Arberry requested a committee introduction of BDR No. 14-2105.  This bill draft related to records of criminal history and authorized the charging of a reasonable fee for criminal history records furnished to another agency of criminal justice in certain circumstances.

      14-2105.

 

      MR. SPITLER SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY BY VOICE VOTE.

Chairman Arberry requested a committee introduction of BDR No. 43-2110, which related to vehicle registration.  Mr. Ghiggeri added this bill was a recommendation made by the Department of Motor Vehicles subcommittee, where the verification of insurance account has a reserve balance of approximately $2.5 million would revert to the highway fund.

      NO. 43-2110.

 

      MS. GIUNCHIGLIANI SECONDED THE MOTION.

      Chairman Arberry requested a committee introduction of BDR No. 30-2020.  He explained this bill draft related to municipal securities by revising the provisions governing the purchase of municipal securities by the state and had been requested by the state treasurer.
