      Sixty-seventh Session

The Senate Committee on Commerce and Labor was called to order by Chairman Randolph J. Townsend, at 10:30 a.m., on April 27, 1993, in Room 227 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.  Exhibit B is the Attendance Roster.

Senator Townsend opened the work session by referring to Senate Bill (S.B.) 397.

 

SENATE BILL 397:  Clarifies that nonprofit corporation for hospital, medical or dental services may issue blanket health insurance.

 

Fred L. Hillerby, Lobbyist, Blue Cross/Blue Shield of Nevada, gave testimony on S.B. 397 in order to help clarify an amendment.

 

Senator Townsend closed the hearing on S.B. 397 and opened the work session on S.B. 184. 

 

 

SENATE BILL 184:  Permits physician to authorize registered nurse to sign medical certificate of death under certain circumstances.

 

Helen Foley, Nevada Nurses Association, was next to testify.  Ms. Foley presented Exhibit C an amendment for S.B. 184 favored by her organization.  She went on to explain the amendment, stating the nurses had carefully reviewed the amendment and felt it would accomplish all that was necessary, but would not put the nurses in a position where they were diagnosing.

 

Senator Brown asked if home nursing and intermediate care was in the amendment.  Ms. Foley felt that all facilities were covered.   

      SENATOR BROWN MOVED TO AMEND AND DO PASS S.B. 184.

 

      THE MOTION WAS SECONDED BY SENATOR O'CONNELL.

 

      THE MOTION CARRIED.  (SENATOR SHAFFER WAS ABSENT FOR THE VOTE.)

Senator Townsend opened the hearing on S.B. 214.

 

SENATE BILL 214:  Makes various changes relating to registration of trade-marks and insignia.

 

      SENATOR NEVIN MOVED TO AMEND AND DO PASS S.B. 214.

 

      THE MOTION WAS SECONDED BY SENATOR McGINNESS.

 

      THE MOTION CARRIED.  (SENATOR SHAFFER AND SENATOR O'CONNELL WERE ABSENT FOR THE VOTE.)

Senator Townsend asked for a motion to introduce Bill Draft Request (BDR) 54-2000.

 

BDR 54-2000:      Provides for the licensing and regulation of massage therapy.

 

      SENATOR NEVIN MOVED FOR COMMITTEE INTRODUCTION OF BDR 54-2000.

 

      SENATOR BROWN SECONDED THE MOTION.

 

 

      THE MOTION CARRIED.  (SENATOR SHAFFER AND SENATOR O'CONNELL WERE ABSENT FOR THE VOTE.)
