      ASSEMBLY COMMITTEE ON WAYS AND MEANS

 

      Sixty-seventh Session

      April 19, 1993

 

 

 

The joint meeting of the Senate Committee on Finance and the Assembly Committee on Ways and Means was called to order by Chairman William J. Raggio, at 9:38 a.m., on Monday, April 19, 1993, in Room 119 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.  Exhibit B is the Attendance Roster.

Senator Raggio stated there is a closing report as of April 18, 1993 and proposed any differences that may exist on the list be examined.  Recognizing both committees as of this date have only closed minor budgets, basic decisions have not been made on the reorganization proposal but should be forthcoming shortly.  He requested staff point out any areas where joint action has been taken and where any differences occur.

 

Taxicab Authority - Page 584

 

Daniel G. Miles, Fiscal Analyst, pointed out Executive Budget Page 584 is the first budget where differences exist between the two committees (Senate Committee on Finance and the Assembly Committee on Ways and Means).  The Senate Committee on Finance has increased the revenue side of the budget based upon the estimates supplied by the agency and spread those expenses as requested by the agency in the various categories, including additional overtime pay for the airport operation, operating expenses, and the senior-ride program.

 

Mark W. Stevens, Fiscal Analyst, stated the Assembly Committee on Ways and Means has closed this budget by increasing revenue based on 10 million trips in the first year of the biennium, and 10,300,000 trips in the second year of the biennium.  On the expenditure side, the increase in the senior-ride program of $11,380 is based on the agency's request, and the balance of the additional revenue is placed in the reserve category.

 

Mr. Arberry said he would accept a motion to concur with the Senate Committee on Finance.

 

      MR. MARVEL MOVED TO CONCUR WITH THE SENATE COMMITTEE ON FINANCE.

 

      MR. HUMKE SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

Senator Raggio remarked no motion is required by the senate, and Taxicab Authority, page 584, is reconciled.

 

Carey Act Trust Fund - Page 1568

 

Mr. Miles mentioned the Senate Committee on Finance has adjusted the balance forward in the second year to agree with the balance coming out of the first year of the biennium, and then made a technical adjustment in the rent from state-owned to other rent, which also includes taxes in the lease.

 

Mr. Stevens commented the only adjustment made by the Assembly Committee on Ways and Means, which was also made by the senate, was adjusting the balance forward in the prior year with the corresponding increase on the expenditure side in the increase of balance forward.

 

Mr. Arberry said he would accept a motion to concur with the Senate Committee on Finance.

 

      MRS. EVANS MOVED TO CONCUR WITH THE SENATE COMMITTEE ON FINANCE.

 

      MR. HUMKE SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

Heil Wild Horse Bequest - Page 1616

 

Mr. Miles stated there is a difference between the two committees' closing actions.  The Senate Committee on Finance has adjusted the budget for the balance forward in the second year to agree with the first year, and eliminated the vacancy savings since there is only one position within the budget.

 

Mr. Stevens stated the Assembly Committee on Ways and means closed this budget Governor's Recommendation.

 

      MR. MARVEL MOVED TO CONCUR WITH THE SENATE COMMITTEE ON FINANCE.

 

      MR. PERKINS SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

Senator Raggio stated no action is required by the senate, and the committees are in agreement.

 

The Senate Committee on Finance and the Assembly Committee on Ways and Means agreed to meet again on Tuesday, May 4, 1993, at 9:00 a.m. in Room 119.

 

There being no further business before the committee, Senator Raggio adjourned the meeting at 9:47 a.m.
