The Senate Committee on Government Affairs was called to order by Chairman Ann O'Connell, at 11:41 a.m., on Friday, July 2, 1993, on the Senate floor of the Legislative Building, Carson City, Nevada.  There was no Meeting Agenda.  There was no Attendance Roster.

Chairman O'Connell convened the meeting to consider Assembly Bill (A.B.) 415.

 

ASSEMBLY BILL 415:      Raises threshold for requiring advertisement of competitive bids for purchases by local government.  (BDR 27-832)

 

      SENATOR HICKEY MOVED AMEND AND DO PASS A.B. 415 WITH AMENDMENT NO. 1376.

 

      SENATOR NEVIN SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATOR RAGGIO WAS ABSENT FOR THE VOTE.)

The chairman requested a motion on A.B. 642.

 

ASSEMBLY BILL 642:      Revises provisions requiring performance of appraisals before sale of real or personal property of any unincorporated town.

                  (BDR 21-1541)

 

 

      SENATOR RHOADS MOVED TO DO PASS A.B. 642.

 

      SENATOR HICKEY SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATOR RAGGIO WAS ABSENT FOR THE VOTE.)

Chairman O'Connell asked the members to review Amendment No. 1005 to Senate Bill (S.B.) 168.  Following a brief discussion, a motion was requested.

 

SENATE BILL 168:  Establishes procedure for preparation of request for proposal for contract for certain services required by legislature. 

                  (BDR 27-644)

 

 

      SENATOR HICKEY MOVED CONCUR WITH AMENDMENT NO. 1005

      TO S.B. 168.

 

      SENATOR NEVIN SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATOR RAGGIO WAS ABSENT FOR THE VOTE.)

The chairman distributed copies of Amendment No. 1315 to S.B. 322 for the committee to review.

 

SENATE BILL 322:  Regulates university foundations. 

                  (BDR 34-577)

 

      SENATOR NEVIN MOVED NOT TO CONCUR WITH AMENDMENT NO. 1315

      TO S.B. 322.

 

      SENATOR RHOADS SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

Chairman O'Connell requested a motion to concur with Amendment

No. 1344 to S.B. 552.

 

 

SENATE BILL 552:  Makes various changes related to elections.  (BDR 24-1299)

 

 

 

      SENATOR RAGGIO MOVED TO CONCUR WITH AMENDMENT NO. 1344

      TO S.B. 552.

 

      SENATOR NEVIN SECONDED THE MOTION.

 

      THE MOTION CARRIED UNANIMOUSLY.

A general discussion followed regarding the proposed amended language to be considered by the first conference committee appointed on S.B. 174.

 

 

SENATE BILL 174:  Makes various changes to provisions governing meetings of public bodies.  (BDR 19-136)

 

 

 

There being no further business, Chairman O'Connell adjourned the meeting at 12:00 noon.
