The Senate Committee on Government Affairs was called to order by Chairman Ann O'Connell, at 2:00 p.m., on Friday, May 28, 1993, in Room 227 of the Legislative Building, Carson City, Nevada. Exhibit A is the Meeting Agenda. Exhibit B is the Attendance Roster.

Chairman O'Connell opened the meeting on Senate Bill (S.B.) 221.
SENATE BILL 221: Revises manner in which salaries of county sheriffs are calculated. (BDR 43-1264)
John Pappageorge, Lobbyist, Clark County, asked the committee to hold S.B. 221 until a later date.
Eric Cooper, Lobbyist, Las Vegas Metropolitan Police Department, also asked the committee to hold S.B. 221.
Ben Grahm, Lobbyist, Nevada District Attorney's Association, also asked the committee to hold S.B. 221.
There being no objection from the committee, it was decided to hold the bill until a later date.
Chairman O'Connell opened the hearing on Senate Bill (S.B.) 322.
SENATE BILL 322: Regulates university foundations.
Senator Nevin gave the committee copies of a newspaper article which leads him to believe the university is not going to disclose any information before the legislature is finished, (Exhibit C). He told the committee he would like to take action on this bill which would make it mandatory for the university to disclose where their money is in the foundations.
Senator Raggio stated he would like some background on the hearing of this bill as he was not present at that meeting.
Senator Nevin gave Senator Raggio the background information he needed and what had transpired since that time.
Senator Raggio asked what objections the foundation people had with this bill.
Senator Nevin stated the foundations members stated they were working on this issue and they would have a conclusive report back to the legislature by May 21st. He pointed out the newspaper article, (Exhibit C), indicates the university foundation is not close to an agreement of any kind on disclosure of the financial records to the public.
Senator Raggio asked if they could hold this bill until the next meeting and also let the board of regents know they are going to act on this bill.
Chairman O'Connell closed the hearing on S.B. 322.
Barbara McKenzie, Lobbyist, City of Reno, proposed a bill draft request from the committee. She explained this request deals with the piece of property which was conveyed to the City of Reno in 1971 which was proposed for a park. She told the committee in 1977 the park designation was taken off of it because they did some transfers and transferred some of the park requirement to another parcel. She insisted what they did not do at that time was the removal of the reversion to the state if the project was used for anything but a public purpose. She explained they are asking for this bill to clarify legislative intent.
SENATOR RAGGIO MOVED FOR COMMITTEE INTRODUCTION OF THIS BILL DRAFT REQUEST.
SENATOR NEVIN SECONDED THE MOTION.
THE MOTION CARRIED. (SENATOR CALLISTER WAS ABSENT FOR THE VOTE.)
