COMMITTEE ON NATURAL RESOURCES

The Senate Committee on Natural Resources was called to order by
Chairman R. Hal Smith, at 8:33 a.m., on Friday, January 22, 1993,
in Room 224 of the Legislative Building, Carson City, Nevada.
Exhibit A is the Meeting Agenda. Exhibit B is the Attendance
Roster.

Chairman Smith opened the hearing and asked Caren Jenkins, Senior
Research Analyst, to review the scheduled tours during the
legislature's adjournment to Las Vegas.
Ms. Jenkins outlined a half-day tour of recycling-related and
solid waste facilities in southern Nevada on Wednesday, February
10, 1993. She continued by saying this tour would include a
visit to the Silver State Disposal Materials Recovery Facility,
as well as a visit to the landfill.
Ms. Jenkins pointed out the second tour on Tuesday, February 16,
1993, was being arranged by Senator Hickey's Subcommittee on
High-Level Radioactive Waste. She stated Mr. Donald M. Bayer,
Senior Research Analyst, is arranging a bus trip to the Yucca
Mountain facility. She stressed this full-day tour would be very
intensive and technical in nature, and mentioned lunch would be
provided. Senator Hickey stressed the tour would be conducted by
the scientists involved in the site characteri- zation, not
public relations people.
At this point, Chairman Smith interrupted Ms. Jenkins' review of
the planned tours in southern Nevada. He urged members of the
committee to review the list of bill draft requests (BDRs)
(Exhibit C). Before calling for introduction of the BDRs,
Chairman Smith pointed out he was planning to refer several to
other senate committees. BDR 37-252: Requires Nevada
commissioner for veteran affairs to take actions
that are necessary to establish veterans' homes
and authorizes employment of coordinator to carry
out this duty.
Chairman Smith informed members of the committee he intended to
refer BDR 37-252 to the Senate Committee on Human Resources and
Facilities. BDR 41-248: Authorizes operation by veterans'
organizations of annual statewide lottery to
obtain money for veterans' homes.
Chairman Smith said he intended to refer BDR 41-248 to the Senate
Committee on Judiciary. BDR 32-250: Authorizes certain persons
to waive their exemptions from motor vehicle
privilege tax and designate additional amount paid
to be credited to fund for veterans' homes.
Chairman Smith commented BDR 32-250 would be referred to the
Senate Committee on Taxation.
Committee members in attendance concurred with Chairman Smith's

SENATOR HICKEY SECONDED THE MOTION.
THE MOTION CARRIED. (SENATOR TITUS WAS ABSENT FOR THE
VOTE.)

Natural Resources, Chairman Smith adjourned the hearing at 8:44
a.m.
