The Senate Committee on Transportation was called to order by Chairman William R. O'Donnell, at 2:55 p.m., on Tuesday, June 22, 1993, in Room 226 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.  Exhibit B is the Attendance Roster.

Chairman O'Donnell opened the hearing on Assembly Bill (A.B.) 500.

 

Assembly Bill 500:      Authorizes issuance of fictitious driver's license to federal agent or investigator employed by attorney general for undercover investigation.

 

Susan Erardy, Senior Investigator, Nevada Attorney General's (A.G.) Office, testified in support of A.B. 500.  Ms. Erardy said the A.G.'s office has been growing the past few years and the office needs to have the ability to acquire undercover identification (ID).  She added, these ID's would be issued at the discretion of the chief investigator, Bob Pike.

 

Chairman O'Donnell asked if this bill would include the Federal Bureau of Investigation (FBI).

 

Darcy A. Coss, Deputy Attorney General, Nevada Attorney General's Office, replied that this bill would also include FBI agents because they had been left out of the current statute.

 

Donna Varin, Chief, Driver's License Division, Nevada Department of Motor Vehicles and Public Safety (DMV), testified in regard to A.B. 500.  Ms. Varin said the DMV has the ability to issue fictitious driver's licenses now and they only do so on a very limited basis.  She added, this bill would expand that provision to the A.G.'s office who are not currently included in the statute.  She said these licenses are requested by the agency heads and the DMV issues about 100 of these fictitious driver's licenses per year.

 

Chairman O'Donnell asked if there are any security problems at the present time.

 

Ms. Varin said there has never been any security problems, but the department is very small.

 

Chairman O'Donnell closed the hearing on A.B. 500 and asked for a motion on this bill.

Chairman O'Donnell opened the hearing on A.B. 565.

 

Assembly Bill 565:      Allows different designation of license plates for Pearl Harbor survivors.

 

Senator Nevin asked Mr. Sparks if the additional letter would be a problem on these license plates.

 

Raymond L. Sparks, Chief, Registration Division, Nevada Department of Motor Vehicles and Public Safety (DMV), testified in regard to A.B. 565.  Mr. Sparks said the additional letter would not present a problem. 

 

Chairman O'Donnell closed the hearing on A.B. 565 and asked for a motion on this bill.

Chairman O'Donnell opened the hearing on A.B. 609.

 

Assembly Bill 609:      Makes various changes concerning fees for commercial drivers' licenses.

 

Ms. Varin testified in regard to A.B. 609.  Ms. Varin said this bill was requested by the DMV and establishes the fees to be charged and collected for renewing a commercial driver's license.  She said this would allow the fees to be consistent with the regular driver's license program.

 

Daryl E. Capurro, Lobbyist, Nevada Motor Transport Association, testified in support of A.B. 609.  Mr. Capurro said he is satisfied the bill is in the form necessary to pass and that it does do the job.

 

Chairman O'Donnell closed the hearing on A.B. 609 and asked for a motion on this bill.

Chairman O'Donnell opened the hearing on A.B. 648.

 

Assembly Bill 648:      Makes various changes to program for education of motorcycle riders.

 

Fredrick W. Harrell, Lobbyist, Motorcycle Dealers Association of Nevada, testified in support of A.B. 648.  Mr. Harrell said the motorcycle safety program was created in 1991 and in the interim several discrepancies were discovered and this bill would clean up those problems.

 

Assemblyman Douglas A. Bache, Clark County District No. 11, thanked the committee for hearing this bill.

 

Chairman O'Donnell closed the hearing on A.B. 648 and opened the work session on A.B. 229.

 

Assembly Bill 229:      Expands and under certain circumstances makes mandatory provision regarding suspension of driver's license of juveniles who commit certain unlawful acts.

 

The committee discussed this bill and Chairman O'Donnell asked for a motion on A.B. 229.

 

      SENATOR NEVIN MOVED TO DO PASS A.B. 229.

 

      SENATOR JACOBSEN SECONDED THE MOTION.

Chairman O'Donnell continued the work session with S.B. 272.

 

Senate Bill 272:  Makes various changes to provisions governing issuance and suspension of drivers' licenses.

 

The committee discussed this bill and Chairman O'Donnell asked for a motion on S.B. 272.

 

      SENATOR NEVIN MOVED TO AMEND S.B. 272.

 

      SENATOR JACOBSEN SECONDED THE MOTION.

Chairman O'Donnell ended the work session with S.B. 452.

 

Senate Bill 452:  Authorizes department of motor vehicles and public safety to issue collegiate license plates.

 

The committee discussed this bill and Chairman O'Donnell asked for a motion on S.B. 452.

 

      SENATOR NEVIN MOVED TO AMEND AND DO PASS S.B. 452.

 

      SENATOR BROWN SECONDED THE MOTION.
