      Sixty-seventh Session

The Senate Committee on Transportation was called to order by Chairman William R. O'Donnell, at 3:15 p.m., on Thursday, June 24, 1993, in Room 226 of the Legislative Building, Carson City, Nevada.  Exhibit A is the Meeting Agenda.  Exhibit B is the Attendance Roster.

Chairman O'Donnell opened the work session on Senate Bill (S.B.) 428.

 

Senate Bill 428:  Prohibits use of certain unmarked vehicles for control of traffic.

 

The committee discussed an amendment to S.B. 428 which restricts the law to counties with a population of less than 20,000 people.

 

      SENATOR NEVIN MOVED TO AMEND AND DO PASS S.B. 428.

 

      SENATOR JACOBSEN SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATORS BROWN AND HICKEY VOTED NO.  SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Chairman O'Donnell closed the work session on S.B. 428 and opened the work session on Assembly Bill (A.B.) 499.

 

Assembly Bill 499:      Revises penalties for driving under influence of intoxicating liquor or controlled substance.

 

The committee discussed an amendment to A.B. 499.

 

      SENATOR NEVIN MOVED TO AMEND AND DO PASS A.B. 499.

 

      SENATOR BROWN SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Chairman O'Donnell closed the work session on A.B. 499 and opened the work session on A.B. 648.

 

Assembly Bill 648:      Makes various changes to program for education of motorcycle riders.

 

      SENATOR NEVIN MOVED TO DO PASS A.B. 648.

 

      SENATOR BROWN SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Chairman O'Donnell closed the work session on A.B. 648 and opened the work session on A.B. 360.

 

Assembly Bill 360:      Revises provisions relating to suspension of sentence for causing death or substantial bodily harm while driving under influence of intoxicating liquor or controlled substance.

 

Chairman O'Donnell distributed a letter from the Attorney General's Office regarding this bill.

 

The committee decided to hold this bill until further information is available.  No action was taken on A.B. 360.

 

Chairman O'Donnell closed the work session on A.B. 360 and opened the work session on A.B. 550.

 

Assembly Bill 550:      Revises authority of regional transportation commissions to adopt regulations for operation of systems or services financed by commission.

 

      SENATOR NEVIN MOVED TO DO PASS A.B. 550.

 

      SENATOR BROWN SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Chairman O'Donnell closed the work session on A.B. 550 and opened the work session on S.B. 535.

 

Senate Bill 535:  Makes various changes related to penalties for driving under influence of alcohol or controlled substance.

 

      SENATOR NEVIN MOVED TO INDEFINITELY POSTPONE S.B. 535.

 

      SENATOR HICKEY SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATOR BROWN ABSTAINED FROM THE VOTE.  SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Chairman O'Donnell closed the work session on S.B. 535 and opened the work session on S.B. 528.

 

Senate Bill 528:  Authorizes court to require person convicted of driving under the influence of intoxicating liquor or controlled substance to visit trauma center or certain other facilities.

 

      SENATOR NEVIN MOVED TO AMEND AND DO PASS S.B. 528.

 

      SENATOR JACOBSEN SECONDED THE MOTION.

 

      THE MOTION CARRIED.  (SENATORS JAMES AND JACOBSEN VOTED NO.  SENATOR NEAL WAS ABSENT FOR THE VOTE.)

Chairman O'Donnell closed the work session on S.B. 528 and opened the work session on S.B. 498.

 

Senate Bill 498:  Requires issuance of notice of correction for certain violations concerning heavy-duty motor vehicles.

 

The committee discussed this bill.  No action was taken on S.B. 498.

 

There being no further business before the committee, Chairman O'Donnell adjourned the meeting at 3:40 p.m.
