SUMMARY--Encourages Department of Human Resources to 
          require person who contracts with Medicaid 
          to provide coordinated care to use national 
          data base to obtain certain information.

ASSEMBLY CONCURRENT RESOLUTION--Encouraging the Department of Human 
        Resources to require persons who contract with Medicaid to 
        provide coordinated care to use the national data base to 
        obtain certain information regarding physicians before 
        credentialing the physicians as practitioners.


  WHEREAS, The cost of medical care for persons 
eligible to receive Medicaid has increased at a rapid and 
unpredictable rate; and
  WHEREAS, In response to these increasing 
costs, the Legislature passed Senate Bill No. 559 during the 
1993 legislative session requiring the Department of Human 
Resources to establish a coordinated-care medical system for 
all persons covered by the State of Nevada's Medicaid 
program; and
  WHEREAS, Containing the cost of health care 
has caused many consumers to fear that the quality of care 
they receive will be compromised; and
  WHEREAS, The National Practitioner Data Bank 
was established to provide consumers with more information 
regarding providers of health care; and
  WHEREAS, The data bank provides information 
regarding disciplinary and malpractice actions taken against 
physicians and dentists; and
  WHEREAS, Access to the data bank currently is 
limited to hospitals, health maintenance organizations, 
licensing boards and professional organizations; and
  WHEREAS, The data bank is the only 
comprehensive resource for obtaining information regarding 
any negative history of a physician; now, therefore, be it
  RESOLVED BY THE ASSEMBLY OF THE STATE OF NEVADA, THE 
SENATE CONCURRING, That the Nevada Legislature hereby 
urges the Department of Human Resources to require persons 
who contract with Medicaid to provide coordinated care to 
use the National Practitioner Data Bank and investigate any 
negative history discovered before credentialing a physician 
as a provider; and be it further
  RESOLVED, That the Chief Clerk of the Assembly 
prepare and transmit a copy of this resolution to the 
Director of the Department of Human Resources.
