AN ACT relating to public health; creating the office of state dental officer in the health division of the department of human resources; requiring the state dental officer to coordinate access to dental care for children of low-income families; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1 Chapter 439 of NRS is hereby amended by adding thereto the provisions set forth as sections 2, 3 and 4 of this act.
Sec. 2. The office of the state dental officer is hereby created within the health division.
Sec. 3. The state dental officer must:
1. Be a citizen of the United States; and
2. Have at least 5 years' experience in a responsible administrative or management position for a governmental program that provided:
(a) Dental services;
(b) Health care services; or
(c) Social services to persons of low income.
Sec. 4. The state dental officer shall:
1. Plan and carry out policies and procedures for coordination among interested commercial, private and public agencies or entities to encourage their cooperation and participation in the interest of:
(a) Developing and carrying out the most efficient, effective and economical programs;
(b) Maximizing the resources available; and
(c) Increasing the public awareness of the available resources;
to provide dental care for the children of low-income families.
2. Devote his full time to his official duties and shall not engage in any other business or occupation.
Sec. 5. NRS 439.100 is hereby amended to read as follows:
439.100 1. The director shall appoint a state health officer [.] and a state dental officer.
2. The position of state health officer and state dental officer must be filled by the director within 6 months after it becomes vacant, except that if a qualified applicant does not accept the position within that period, the director shall continue his efforts to fill the position until a qualified person accepts the appointment.
Sec. 6. This act becomes effective on July 1, 1997.
