AN ACT relating to education; creating a committee to assist school districts in the early identification and development of minority teacher candidates within the State of Nevada; making an appropriation to the Department of Education to assist in carrying out these goals; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:
Section 1 1. A committee to assist school districts in the early identification and development of minority teacher candidates within the State of Nevada is hereby created consisting of one representative from each of the following:
(a) Department of Administration;
(b) Department of Education;
(c) Clark County School District;
(d) Washoe County School District;
(e) Nevada Rural School District Alliance; and
(f) General public.
2. As soon as practicable after the effective date of this act, each member of the committee must be appointed by the governing officer or body of each represented entity and the Governor shall appoint the representative of the general public. The members of the committee shall elect a chairman from among the members.
3. The committee shall meet throughout each year at the times and places specified by a call of the chairman or a majority of the committee. The committee shall prescribe rules for its own management.
4. While engaged in the business of the committee, each member of the committee is entitled to receive the per diem allowance and travel expenses provided for state officers and employees generally.
5. The committee shall establish guidelines for:
(a) Assisting school districts in the development of plans for the early identification and development of minority teacher candidates through school organizations that work with pupils who have shown an interest in the teaching profession; and
(b) The distribution by the Department of Education of the money appropriated pursuant to section 2 of this act which ensure that the proportion of money to be distributed to each participating district is related to the ratio of the student population of the district to the statewide pupil population.
6. The Department of Education shall distribute the money appropriated by section 2 of this act in accordance with the guidelines established by the committee.
Sec. 2 1. There is hereby appropriated from the state general fund to the Department of Education the sum of $300,000 for the payment of expenses related to providing assistance to school districts in the early identification and development of minority teacher candidates within the State of Nevada.
2. Any remaining balance of the appropriation made by subsection 1 must not be committed for expenditure after June 30, 1999, and reverts to the state general fund as soon as all payments of money committed have been made.
Sec. 3. This act becomes effective upon passage and approval or on June 30, 1997, whichever occurs earlier.
