AN ACT relating to game tags; requiring the board of wildlife commissioners to adopt regulations which ensure that elderly applicants for certain game tags receive a chance twice as great as other applicants who are not elderly applicants of drawing a tag; and providing other matters properly relating thereto.

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1 Chapter 502 of NRS is hereby amended by adding thereto a new section to read as follows:
1. Except as otherwise provided in this section, the commission shall, to assist an elderly applicant in drawing a tag to hunt a species of wildlife for which a tag is required pursuant to NRS 502.130, adopt regulations which ensure that the elderly applicant receives a chance twice as great as other applicants who are not elderly applicants of drawing a tag for the season and species of wildlife for which the tag is sought. The regulations must be uniform in application and must be administered by the division.
2. An elderly applicant may not receive an increased chance of drawing a tag pursuant to the regulations adopted pursuant to subsection 1 if, during the 4 years immediately preceding the year in which the tag is sought:
(a) He has drawn a tag pursuant to those regulations;
(b) His license to hunt has been revoked, denied or suspended for a violation of any provision of this Title or the regulations adopted pursuant thereto; or
(c) His application for a tag has been denied for failure to submit the application in accordance with the provisions of this Title or the regulations adopted pursuant thereto.
3. As used in this section, "elderly applicant" means a person who:
(a) Is a resident of this state;
(b) Is 60 years of age or older;
(c) Is applying for a tag to hunt a species of wildlife for which a tag is required pursuant to NRS 502.130; and
(d) During each of the 4 years immediately preceding the year in which he is applying for a tag, has applied for and failed to draw a tag for the same species of wildlife in this state pursuant to the provisions of NRS 502.130 and the regulations adopted pursuant to this Title.
