Our Father in Heaven, we are grateful this morning to meet in order to take care of the business of the state. We are grateful for the opportunity we have to serve in these positions of trust. We ask for Thy Spirit to be with us that we may be mindful of that, that we may be genuinely concerned about those who are in need and that our actions will do no harm to the people of the state. We ask You to be with us in our deliberations with each other that we may be civil and considerate of each other. We ask You to go with us throughout our day and to protect those in this building and the families which are left behind while we are here. We pray these things in the name of the Lord.

Senate Bill No. 159--An Act relating to education; removing the requirement that a superintendent of a school district waive the second year of a probationary period for certain probationary teachers and administrators; and providing other matters properly relating thereto.

Senate Bill No. 160--An Act relating to local governments; prohibiting counties, cities and towns from adopting ordinances limiting rental rates for private residential property; and providing other matters properly relating thereto.

Bill read second time.
The following amendment was proposed by the Committee on Human Resources and Facilities:
Amendment No. 18.
Amend section 1, page 1, by deleting lines 3 and 4 and inserting:
"1. If a carcass of livestock or of a game mammal or bird is delivered for processing to a person who is engaged in the business of processing such carcasses, the person shall".
Amend section 1, page 1, by deleting line 8 and inserting:
"2. For the purposes of carrying out the provisions of subsection 1, a person who is engaged in the business of processing carcasses of livestock or game mammals or birds shall mark any such carcass that is to be returned to the person who delivered it for processing in a manner which provides for the identification of that person.
3. A person who violates any provision of this section is guilty of a

Amend sec. 3, page 1, line 16, after "livestock" by inserting:
"or of a game mammal or bird".
Amend sec. 3, page 1, line 17, by deleting the period and inserting:
"or game mammals or birds.".
Amend the title of the bill, second line, after "livestock" by inserting:
"or of a game mammal or bird".
Amend the summary of the bill, first line, by deleting "livestock" and inserting "certain animals".

Amend section 1, page 2, by deleting lines 6 and 7 and inserting:
"(b) Defray the cost of:
(1) A program of instruction in managing a checking account and developing a budget; or
(2) Any other program of education or instruction designed to prevent the drawing or passing of a check or draft in violation of the provisions of this chapter; and
(c) Assist a victim of a crime. As used in this paragraph, "victim" has the meaning ascribed to it in NRS 176.015.
".
Amend the title of the bill, fourth line, by deleting:
"providing a penalty;".
