The Committee on Education was called to order at 5:10 p.m., on Friday, April 9, 1999 behind the bar of the Assembly by Chairman Wendell Williams.

Assembly Bill 294: Revises provisions regarding literacy in public schools. (BDR 34-1051)

Chairman Williams said A.B. 294 was heard in the Education Committee on April 8, 1999. The bill did not pass. He explained the committee was meeting to allow Assemblywoman Angle to clarify the fiscal note. Assemblywoman Angle introduced Kevin Welsh from the Legislative Counsel Bureau Fiscal Division. Mr. Welsh stated that the fiscal note is $5,000.00. When the school districts were asked for the possible fiscal impact of A.B. 294, only the Douglas County School District responded with a fiscal note of $370,000. However, upon further review, it was discovered Douglas County School District had misinterpreted the bill. The $370,000 fiscal note was the amount they thought was necessary to purchase new books. Mr. Welsh noted the Department of Education testified the school districts would not need to purchase new books. Mr. Welsh reiterated the fiscal note is $5,000.00.

Assembly Bill 61: Expands jurisdiction and authority of school police

officers. (BDR 34-133)

Chairman Williams said A.B. 61 was passed out of the Education Committee on April 8, 1999. He introduced Stan Olson, representing the Las Vegas Metropolitan Police Department. Mr. Olson said A.B. 61 expands the jurisdiction of school police officers to school zones for the purpose of enforcement of traffic laws. School police officers are currently designated in Category II and the provisions in A.B. 61 would authorize school police officers to enforce traffic laws in the school zones. Mr. Olson contends school police would need to be Category 1 police officers to have this authority. Chairman Williams said A..B. 61 should be re-referred to Committee on Judiciary.

ASSEMBLYMAN COLLINS MOVED TO RE-REFER A.B. 61 TO THE COMMITTEE ON JUDICIARY.

ASSEMBLYWOMAN CEGAVSKE SECONDED THE MOTION.

THE MOTION CARRIED UNANIMOUSLY.

The meeting adjourned at 5:20 p.m.
