The Committee on Elections, Procedures, and Ethics was called to order at 11:30 a.m. on Friday, March 19, 1999, behind the bar of the Assembly by Chairwoman Chris Giunchigliani.

Chairwoman Giunchigliani explained the Bill Draft Request was from Legislative Counsel Bureau and Mr. Lorne Malkiewich, Director, Legislative Counsel Bureau.
