ASSEMBLY Committee on Transportation

Seventieth Session

The Committee on Transportation was called to order at 10:40 a.m., on Saturday, May 29, 1999, behind the bar of the Assembly by Chairwoman Chowning. Assemblymen Bache, Carpenter, Cegavske, Collins, Gustavson, McClain, Nolan, Ohrenschall, Parks, Parnell, and Thomas were in attendance.

Mrs. Chowning explained the purpose of the meeting was to view mockups of the design for the new general issue plate to be produced in 2001. Ray Sparks, public safety deputy director of the Department of Motor Vehicles and Public Safety, was present at the meeting to show the committee the five sample designs. Assemblyman Bernie Anderson, District 31, was also present since he sat on the license plate design committee.

The committee agreed all plates were attractive, but felt the blue plate with white etched mountaintops on the top of the plate and a pack of silver wild mustangs running across the center of the plate most fully represented Nevada. A slightly dark blue "Nevada" was outlined in white and sat on the top of the plate, while "The Silver State" which was also blue with a white outline ran across the bottom center.

Assemblyman Gustavson indicated the "Nevada" located at the top center of the plates should be slightly dropped to allow for license plate holders. He felt the top bar of the holders would cover "Nevada" if it were not moved.

Assemblywoman McClain revealed while she did like the silver and blue plate the best, the other plates contained a larger variety of colors which made them stand out more.

Mrs. Chowning mentioned the committee could request more samples be made of the approved design with changes made to the coloring.

Assemblyman Anderson remarked the plate appeared to fully represent the image of Nevada the design committee wanted to promote.

Assemblyman Bache indicated the motto "The Silver State" looked much better at the bottom of the plate instead of beneath "Nevada" as some samples had shown.

Assemblywoman Cegavske felt some color should be added to the blue plate to bring out some of the images.

Mrs. Chowning noted a sunset could be added behind the mountains.

Mrs. McClain remarked if more colors were added, the mustangs should be left off the plate since there would be too much on the plate.

Mrs. Chowning communicated they would request more samples be made of the blue and silver plate to add other colors and move "Nevada" down.

Mr. Sparks indicated the designs would take approximately 1 week to complete and the department would send the samples to the Chair.

Mrs. Chowning remarked she would try to get together with the committee members during the interim to show them the designs.

Assemblywoman Parnell commented any additional color would make the plate look too busy.

Assemblywoman Ohrenschall observed the plates which contained the sunsets looked like license plates from California and Arizona. If color was going to be added to the plate, it should be subtle.

Mrs. McClain expressed agreement since the state colors were blue and silver.

Mrs. Chowning thanked the committee and Assemblyman Anderson for their input. She adjourned the committee at 10:50 a.m.
