The Senate Committee on Finance was called to order by Chairman William J. Raggio, at 8:00 a.m., on Monday, February 15, 1999, in Room 1214 of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster.

Senator Raggio told the committee members he had five bill draft requests (BDRs) to be offered for committee introduction. He pointed out that introduction of bills by the committee does not necessarily indicate the support of the committee. He said the first was requested by Clark County for $700,000.
BILL DRAFT REQUEST S-262: Makes appropriation to Eighth Judicial District Court for continuation of program of treatment for abuse of alcohol or drugs by certain persons. (Later introduced as Senate Bill 184.)

SENATOR JACOBSEN SECONDED THE MOTION.
THE MOTION CARRIED UNANIMOUSLY.

Senator Raggio explained the next BDR was requested by Washoe County as a companion to another bill. He noted it requests $330,000 for the drug court.
BILL DRAFT REQUEST S-552: Makes appropriation to district court of Washoe County for continuation of programs of treatment for abuse of alcohol or drugs. (Later introduced as Senate Bill 185.)
SENATOR MATHEWS MOVED FOR COMMITTEE INTRODUCTION OF BDR S-552.
SENATOR RAWSON SECONDED THE MOTION.

Senator Raggio indicated the next proposed measure, BDR S-120, was requested by the North Las Vegas Library District in the amount of $1.3 million.
BILL DRAFT REQUEST S-120: Makes appropriation to North Las Vegas Library District for construction of second library and certain architectural and engineering services. (Later introduced as Senate Bill 186.)
SENATOR JACOBSEN MOVED FOR COMMITTEE INTRODUCTION OF BDR S-120.

THE MOTION CARRIED UNANIMOUSLY.

The next proposed bill Senator Raggio offered was BDR 34-698. He noted the measure was requested by the Clark County School District to give financial support to those pupils most in need. The request is to provide $4 million.
BILL DRAFT REQUEST 34-698: Established program for financial support of intersession school and summer school for pupils. (Later introduced as Senate Bill 187.)

Senator Raggio indicated the last BDR in hand was being presented at the request of the Nevada Association of School Boards.
BILL DRAFT REQUEST S-474: Makes appropriation to Department of Education to assist school districts in recruitment or training of educational personnel to provide specialized services in areas of high needs where recruitment is difficult. (Later introduced as Senate Bill 188.)

There being no further bills for committee introduction, Senator Raggio adjourned the meeting of the Senate Committee on Finance, held for the sole purpose of introducing bills, at 8:20 a.m.
