The Senate Committee on Human Resources and Facilities was called to order by Chairman Raymond D. Rawson, at 2:10 p.m., on Thursday, May 20, 1999, on the Senate Floor of the Legislative Building, Carson City, Nevada. There was no Agenda. There was no Attendance Roster. Exhibits are available and on file at the Research Library of the Legislative Counsel Bureau.

Chairman Rawson drew the committee’s attention to a conceptual amendment (Exhibit A) to be added to Assembly Bill (A.B.) 15.
ASSEMBLY BILL 15: Makes various changes regarding truancy and discipline of habitual truants. (BDR 34-319)
Chairman Rawson noted the committee had discussed the issue of privacy throughout the session. He referenced a news article regarding truancy in which information concerning students was released without parental permission. Chairman Rawson indicated the amendment would disallow disclosure of information pertaining to students without permission of the parent.
SENATOR WASHINGTON MOVED TO AMEND A.B. 15 WITH THE CONCEPTUAL AMENDMENT SET FORTH IN EXHIBIT A.
SENATOR SCHNEIDER SECONDED THE MOTION.

Chairman Rawson read the bill summary and gave public notice Assembly Joint Resolution (A.J.R.) 24 would be discussed at the Senate Committee on Human Resources and Facilities meeting on Monday, May 24, 1999.
ASSEMBLY JOINT RESOLUTION 24: Urges Congress to adopt federal legislation mandating warning label on products that contain steroid ingredient. (BDR R-1728)
Chairman Rawson read the bill summary of Senate Bill (S.B.) 51.
SENATE BILL 51: Authorizes school districts to give teachers credit for out-of-state teaching service in determining salaries. (BDR 34-251)
Pepper Sturm, Committee Policy Analyst, Research Division, Legislative Counsel Bureau, gave a brief explanation of Assembly Amendment No. 1037 to Senate Bill (S.B.) 51.

Chairman Rawson read the bill summary of S.B. 445. He indicated Assembly Amendment No. 986 would restore suicide prevention, reestablish the driver’s education fund, and patriotic exercises. Chairman Rawson expressed concern regarding the driver’s education fund and mandating suicide prevention.

Chairman Rawson gave a brief explanation of S.B. 117.
SENATE BILL 117: Authorizes chairman of Nevada commission on aging to appoint former members of commission and other interested persons to serve in advisory capacity to commission. (BDR 38-228)
Senator Wiener indicated Assembly Amendment No. 975 requests more geographical and ethnic diversity as a part of the Nevada Commission on Aging.
