AN ACT relating to health care; requiring the Legislative Committee on Health Care to contract with an independent organization to conduct a study of the feasibility of developing a method for evaluating the quality of care provided to certain recipients of Medicaid; making an appropriation; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. The Legislative Committee on Health Care is hereby

1-2 directed to contract with an independent organization to conduct a study of

1-3 the feasibility of developing a cost-efficient method for evaluating the

1-4 quality of care provided to recipients of Medicaid who do not participate in

1-5 the Medicaid managed care program.

1-6 2. The independent organization selected to conduct the study shall:

1-7 (a) Assess methods for evaluating that are designed to produce regular

1-8 evaluations of the quality of care provided to recipients of Medicaid who

1-9 do not participate in the Medicaid managed care program;

1-10 (b) Assess the resources available in the public and private sectors that

1-11 may be used to evaluate the satisfaction of aged and disabled recipients of

2-1 Medicaid who do not participate in the Medicaid managed care program

2-2 with the quality of services they receive;

2-3 (c) Identify and evaluate the current data requirements imposed by the

2-4 Department of Human Resources on providers of health care, licensed

2-5 health care facilities and managed care organizations that deliver services

2-6 to recipients of Medicaid who do not participate in the Medicaid managed

2-7 care program;

2-8 (d) Study any other related issue as directed by the Legislative

2-9 Committee on Health Care; and

2-10 (e) Provide recommendations for cost-efficient methods to evaluate

2-11 regularly the quality of care provided to recipients of Medicaid who do not

2-12 participate in the Medicaid managed care program.

2-13 3. The independent organization selected to conduct the study shall

2-14 provide to the Legislative Committee on Health Care a verbal and written

2-15 report of its progress concerning the study on or before October 1, 1999,

2-16 and thereafter at each meeting of the Legislative Committee on Health

2-17 Care until the completion of the study.

2-18 4. The study required pursuant to this section must be completed on or

2-19 before June 1, 2000, and a written report thereof submitted to the

2-20 Legislative Committee on Health Care.

2-21 Sec. 2. 1. There is hereby appropriated from the state general fund

2-22 to the Legislative Committee on Health Care the sum of $100,000 for

2-23 conducting the study required pursuant to section 1 of this act.

2-24 2. Any remaining balance of the appropriation made by subsection 1

2-25 must not be committed for expenditure after June 1, 2000, and reverts to

2-26 the state general fund as soon as all payments of money committed have

2-27 been made.

2-28 Sec. 3. This act becomes effective on July 1, 1999.
