THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. The Legislative Committee on Health Care is hereby1-2
directed to contract with an independent organization to conduct a study of1-3
the feasibility of developing a cost-efficient method for evaluating the1-4
quality of care provided to recipients of Medicaid who do not participate in1-5
the Medicaid managed care program.1-6
2. The independent organization selected to conduct the study shall:1-7
(a) Assess methods for evaluating that are designed to produce regular1-8
evaluations of the quality of care provided to recipients of Medicaid who1-9
do not participate in the Medicaid managed care program;1-10
(b) Assess the resources available in the public and private sectors that1-11
may be used to evaluate the satisfaction of aged and disabled recipients of2-1
Medicaid who do not participate in the Medicaid managed care program2-2
with the quality of services they receive;2-3
(c) Identify and evaluate the current data requirements imposed by the2-4
Department of Human Resources on providers of health care, licensed2-5
health care facilities and managed care organizations that deliver services2-6
to recipients of Medicaid who do not participate in the Medicaid managed2-7
care program;2-8
(d) Study any other related issue as directed by the Legislative2-9
Committee on Health Care; and2-10
(e) Provide recommendations for cost-efficient methods to evaluate2-11
regularly the quality of care provided to recipients of Medicaid who do not2-12
participate in the Medicaid managed care program.2-13
3. The independent organization selected to conduct the study shall2-14
provide to the Legislative Committee on Health Care a verbal and written2-15
report of its progress concerning the study on or before October 1, 1999,2-16
and thereafter at each meeting of the Legislative Committee on Health2-17
Care until the completion of the study.2-18
4. The study required pursuant to this section must be completed on or2-19
before June 1, 2000, and a written report thereof submitted to the2-20
Legislative Committee on Health Care.2-21
Sec. 2. 1. There is hereby appropriated from the state general fund2-22
to the Legislative Committee on Health Care the sum of $100,000 for2-23
conducting the study required pursuant to section 1 of this act.2-24
2. Any remaining balance of the appropriation made by subsection 12-25
must not be committed for expenditure after June 1, 2000, and reverts to2-26
the state general fund as soon as all payments of money committed have2-27
been made.2-28
Sec. 3. This act becomes effective on July 1, 1999.~
