THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. The Clark County School District shall establish an1-2
experimental program to extend the instruction of pupils beyond the1-3
regularly scheduled school day.1-4
2. The school district shall designate not less than 25 schools within1-5
the district to participate in the program. Not less than two-thirds of the1-6
schools designated must be schools that have been identified as enrolling1-7
the largest number of pupils at risk of academic failure in school.1-8
Sec. 2. 1. There is hereby appropriated from the state general fund1-9
to the Clark County School District the sum of $900,000 for an1-10
experimental program to extend the instruction of pupils beyond the1-11
regularly scheduled school day and for parent participation in the program1-12
to support and extend the tutorial effort. The money appropriated pursuant1-13
to this section may be used only to pay for:2-1
(a) The salaries and benefits of academic teachers and teacher aides2-2
who are hired to supervise and instruct pupils in the program;2-3
(b) The administration of the program, including office personnel;2-4
(c) The salary and benefits of a program evaluator; and2-5
(d) The costs for the operation of the program, including, without2-6
limitation, the cost of food purchased for snacks for the pupils who2-7
participate in the program, instructional materials and supplies.2-8
2. Any remaining balance of the appropriation made by subsection 12-9
must not be committed for expenditure after June 30, 2001, and reverts to2-10
the state general fund as soon as all payments of money committed have2-11
been made.2-12
Sec. 3. 1. In addition to the appropriation made pursuant to section 22-13
of this act for the experimental program to extend the instruction of pupils2-14
beyond the regularly scheduled school day, the Clark County School2-15
District may accept money and services for the program from other2-16
governmental entities and private sources.2-17
2. The Clark County School District shall, on or before February 1,2-18
2001, submit a report to the 71st session of the Nevada Legislature which2-19
sets forth:2-20
(a) Its expenditures for each fiscal year during the biennium of money2-21
appropriated pursuant to section 2 of this act;2-22
(b) The number of employees hired for the program and the hours that2-23
each employee worked;2-24
(c) The number and grade level of the pupils who participated in the2-25
program and the number of hours that each pupil was instructed by the2-26
program; and2-27
(d) Data pertaining to the academic achievement and performance of2-28
the pupils before and after participation in the program.2-29
Sec. 4. 1. There is hereby appropriated from the state general fund2-30
to the Clark County School District the sum of $500,000 for the2-31
establishment of two Area Service Centers in Clark County to provide2-32
easier access to educational services for the residents in the communities.2-33
2. Any remaining balance of the appropriation made by subsection 12-34
must not be committed for expenditure after June 30, 2001, and reverts to2-35
the state general fund as soon as all payments of money committed have2-36
been made.2-37
Sec. 5. 1. There is hereby appropriated from the state general fund2-38
to the Clark County School District the sum of $510,000 for tuition-free2-39
summer school for 8,600 pupils, including, without limitation, the costs for2-40
supplies and the salaries of teachers, teacher aides and administrators.3-1
2. Any remaining balance of the appropriation made by subsection 13-2
must not be committed for expenditure after June 30, 2001, and reverts to3-3
the state general fund as soon as all payments of money committed have3-4
been made.3-5
Sec. 6. This act becomes effective upon passage and approval.~
