AN ACT relating to state financial administration; making appropriations to the benefit
services fund from the state general fund and the state highway fund; suspending
indefinitely the operation of the Committee on Benefits and transferring its powers
and duties to the Governor; and providing other matters properly relating thereto.
THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN
SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. There is hereby appropriated from the state general fund to1-2
the benefit services fund, created pursuant to NRS 287.0435, the sum of1-3
$9,000,000 for anticipated expenses of the fund for fiscal year 1999.1-4
Sec. 2. There is hereby appropriated from the state highway fund to1-5
the benefit services fund, created pursuant to NRS 287.0435, the sum of1-6
$1,000,000 for anticipated expenses of the fund for fiscal year 1999.1-7
Sec. 3. 1. Notwithstanding the provisions of NRS 287.041 to1-8
287.049, inclusive, to the contrary, the operation of the Committee on1-9
Benefits, created by NRS 287.041, is hereby indefinitely suspended and the1-10
committee shall not transact any business or hold any meetings after the1-11
effective date of this act.1-12
2. On and after the effective date of this act, the Governor, or his1-13
designee, shall administer the provisions of NRS 287.041 to 287.049,1-14
inclusive. For this purpose, the Governor or his designee are hereby granted1-15
all powers necessary and proper to ensure the efficient and effective1-16
operation of the plan of self-insurance for state officers and employees and1-17
all other programs and benefits authorized by NRS 287.041 to 287.049,1-18
inclusive, and shall act on behalf of the Committee on Benefits in all1-19
matters relating to any contracts or other matters to which the committee is1-20
a party.1-21
3. The State of Nevada is liable for indemnification of the Governor1-22
and his designee against liability relating to the administration of the state’s1-23
program of group insurance, subject to the limitations specified in NRS1-24
41.0349.1-25
Sec. 4. This act becomes effective upon passage and approval.~
