AN ACT relating to higher education; creating an advisory committee to examine the issue of locating a new 4-year state college in Henderson, Nevada; making an appropriation to the advisory committee for a needs assessment and implementation plan for a 4-year state college in Henderson, Nevada; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. There is hereby created an advisory committee to

1-2 examine the issue of locating a new 4-year state college in Henderson,

1-3 Nevada. The advisory committee consists of five members appointed as

1-4 follows:

1-5 (a) One member appointed by the Governor.

1-6 (b) One member appointed by the Majority Leader of the Senate.

2-1 (c) One member appointed by the Speaker of the Assembly.

2-2 (d) Two members appointed by the Board of Regents of the University

2-3 of Nevada.

2-4 2. The term of each member of the advisory committee commences on

2-5 August 1, 1999, and expires on July 1, 2001.

2-6 3. Members of the advisory committee serve without compensation,

2-7 except that while engaged in the business of the advisory committee, each

2-8 member is entitled to the per diem allowance and travel expenses provided

2-9 for state officers and employees generally, to be paid from the legislative

2-10 fund.

2-11 4. The advisory committee shall meet at least once every 6 months.

2-12 5. A vacancy in the membership of the advisory committee must be

2-13 filled in the same manner as the original appointment.

2-14 Sec. 2. There is hereby appropriated from the state general fund to the

2-15 advisory committee created pursuant to section 1 of this act the sum of

2-16 $500,000 for completion of a needs assessment and implementation plan

2-17 for a 4-year state college in Henderson, Nevada.

2-18 Sec. 3. On or before September 1, 2000, the advisory committee

2-19 created pursuant to section 1 of this act shall submit a report of its findings

2-20 and recommendations relating to the needs assessment and implementation

2-21 plan to:

2-22 1. The Director of the Legislative Counsel Bureau for transmittal to the

2-23 71st session of the Nevada Legislature; and

2-24 2. The Director of the Department of Administration.

2-25 Sec. 4. Any remaining balance of the appropriation made by section 2

2-26 of this act must not be committed for expenditure after June 30, 2001, and

2-27 reverts to the state general fund as soon as all payments of money

2-28 committed have been made.

2-29 Sec. 5. This act becomes effective upon passage and approval.
