THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 373.040 is hereby amended to read as follows: 373.040 1. In counties whose population is 100,000 or more, the1-3
commission must be composed of representatives selected by the following1-4
entities from among their members:1-5
(a) Two by the board.1-6
(b) Two by the governing body of the largest city.1-7
(c) One by the governing body of each additional city in the county.1-8
2. In counties whose population is less than 100,000, the commission1-9
must be composed of representatives selected as follows:1-10
(a) If the county contains a city:1-11
(1) Two by the board.1-12
(2) One by the governing body of the largest city.1-13
(b) If the county contains no city, the board shall select:1-14
(1) Two members of the board; and2-1
(2) One representative of the public, who is a resident of the largest2-2
town, if any, in the county.2-3
3. In Carson City, the commission must be composed of2-4
representatives selected by the board of supervisors as follows:2-5
(a) Two members of the board of supervisors2-6

commission to serve as chairman of the commission.2-8
(b) Three representatives of the city at large.2-9
4. The first representatives must be selected within 30 days after2-10
passage of the ordinance creating the commission, and, except as otherwise2-11
provided in2-12
ensuing December 31 of an even-numbered year. The representative of any2-13
city incorporated after passage of the ordinance must be selected within 302-14
days after the first meeting of the governing body, and, except as otherwise2-15
provided in subsection2-16
31 of an even-numbered year. Their successors must serve for terms of 22-17
years, and vacancies must be filled for the unexpired term.2-18
5. In Carson City:2-19
(a) One representative of the commission who is a member of the2-20
board of supervisors and one representative of the commission who is a2-21
representative of the city at large must serve until the next ensuing2-22
December 31 of an even-numbered year; and2-23
(b) One representative of the commission who is a member of the2-24
board of supervisors and two representatives of the commission who are2-25
representatives of the city at large must serve until the next ensuing2-26
December 31 of an odd-numbered year.2-27
6. In counties whose population is 400,000 or more, the first2-28
representatives and the representative of any city incorporated after2-29
passage of the ordinance must serve until the next ensuing June 30 of an2-30
odd-numbered year.2-31
Sec. 2. 1. The two additional representatives of the city at large2-32
required to be selected to serve as members of the regional transportation2-33
commission of Carson City pursuant to the amendatory provisions of2-34
section 1 of this act must be selected as soon as practicable after the2-35
effective date of this act and must serve until December 31, 2001.2-36
2. The board of supervisors of Carson City shall, as soon as practicable2-37
after the effective date of this act, designate one current representative of2-38
the regional transportation commission of Carson City who is a member of2-39
the board of supervisors to serve a reduced term of office as a2-40
representative of the commission. The term of office of the designated2-41
representative expires on December 31, 1999.3-1
3. The successors of those representatives of the regional3-2
transportation commission of Carson City whose terms of office are set3-3
forth in subsection 1 or reduced by subsection 2 must serve for terms of 23-4
years in accordance with the provisions of NRS 373.040.3-5
4. The designated representative whose term of office expires pursuant3-6
to subsection 2 may be selected to succeed himself.3-7
Sec. 3. This act becomes effective upon passage and approval.~
