AN ACT making an appropriation to the Division of Agriculture of the Department of Business and Industry for the development of a statewide data base and economic analysis relating to grazing trends on public lands and their effect on private business, rural economies, and county and state governments; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. There is hereby appropriated from the state general

1-2 fund to the Division of Agriculture of the Department of Business and

1-3 Industry for the development of a statewide data base and economic

1-4 analysis relating to grazing trends on public lands and their effect on

1-5 private business, rural economies, and county and state governments:

1-6 For the fiscal year 1999-2000 $40,000

1-7 For the fiscal year 2000-2001 $40,000

1-8 2. Any balance of the sums appropriated by subsection 1 remaining at

1-9 the end of the respective fiscal years must not be committed for

1-10 expenditure after June 30 of the respective fiscal years and reverts to the

1-11 state general fund as soon as all payments of money committed have been

1-12 made.

1-13 Sec. 2. 1. The Administrator of the Division of Agriculture of the

1-14 Department of Business and Industry shall use the money appropriated by

1-15 section 1 of this act to develop a statewide data base and economic analysis

2-1 relating to grazing trends on public lands. The data base and analysis must

2-2 be completed on or before the first day of the 71st legislative session.

2-3 2. The data base must include:

2-4 (a) An inventory of all federally administered land in Nevada

2-5 summarizing and verifying past and present grazing authorizations issued

2-6 by the Federal Government. To the extent practical, this inventory must

2-7 incorporate existing information that is verified in terms of its accuracy

2-8 and compiled in a usable format.

2-9 (b) Individual grazing allotments from federal records, arranged into a

2-10 data base that is based on geographic areas and including all geographical

2-11 information associated with the grazing allotments. All compiled and

2-12 verified records of individual grazing allotments must be subjected to an

2-13 economic input and output model that has been regionally calibrated and

2-14 verified by the Applied Economics and Statistics Department of the

2-15 University of Nevada, Reno.

2-16 3. The economic analysis must include a determination of the annual

2-17 economic effect on the livestock industry, business sectors and

2-18 governmental revenues and the economic effect on the income and

2-19 property values of ranchers.

2-20 4. The summarized results of this study must be compiled into a

2-21 written report on or before January 1, 2001. Two hundred copies of the

2-22 report must be produced. Copies must be delivered to the Governor,

2-23 Nevada Legislature, Nevada Congressional Delegation, Nevada

2-24 Association of Counties, Nevada Cattlemen’s Association, Nevada Farm

2-25 Bureau and other appropriate state and federal agencies.

2-26 5. The Administrator is authorized to hire a qualified contractor to

2-27 complete the written report within the limits of the appropriation made by

2-28 section 1 of this act.

2-29 Sec. 3. This act becomes effective upon passage and approval.
