THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. There is hereby appropriated from the state general1-2
fund to the Division of Agriculture of the Department of Business and1-3
Industry for the development of a statewide data base and economic1-4
analysis relating to grazing trends on public lands and their effect on1-5
private business, rural economies, and county and state governments:1-6

2. Any balance of the sums appropriated by subsection 1 remaining at1-9
the end of the respective fiscal years must not be committed for1-10
expenditure after June 30 of the respective fiscal years and reverts to the1-11
state general fund as soon as all payments of money committed have been1-12
made.1-13
Sec. 2. 1. The Administrator of the Division of Agriculture of the1-14
Department of Business and Industry shall use the money appropriated by1-15
section 1 of this act to develop a statewide data base and economic analysis2-1
relating to grazing trends on public lands. The data base and analysis must2-2
be completed on or before the first day of the 71st legislative session.2-3
2. The data base must include:2-4
(a) An inventory of all federally administered land in Nevada2-5
summarizing and verifying past and present grazing authorizations issued2-6
by the Federal Government. To the extent practical, this inventory must2-7
incorporate existing information that is verified in terms of its accuracy2-8
and compiled in a usable format.2-9
(b) Individual grazing allotments from federal records, arranged into a2-10
data base that is based on geographic areas and including all geographical2-11
information associated with the grazing allotments. All compiled and2-12
verified records of individual grazing allotments must be subjected to an2-13
economic input and output model that has been regionally calibrated and2-14
verified by the Applied Economics and Statistics Department of the2-15
University of Nevada, Reno.2-16
3. The economic analysis must include a determination of the annual2-17
economic effect on the livestock industry, business sectors and2-18
governmental revenues and the economic effect on the income and2-19
property values of ranchers.2-20
4. The summarized results of this study must be compiled into a2-21
written report on or before January 1, 2001. Two hundred copies of the2-22
report must be produced. Copies must be delivered to the Governor,2-23
Nevada Legislature, Nevada Congressional Delegation, Nevada2-24
Association of Counties, Nevada Cattlemen’s Association, Nevada Farm2-25
Bureau and other appropriate state and federal agencies.2-26
5. The Administrator is authorized to hire a qualified contractor to2-27
complete the written report within the limits of the appropriation made by2-28
section 1 of this act.2-29
Sec. 3. This act becomes effective upon passage and approval.~
