AN ACT making an appropriation to the Interim Finance Committee to provide a portion of the funding necessary for the construction of a new juvenile detention facility and juvenile addiction center in Washoe County; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. There is hereby appropriated from the state general

1-2 fund to the Interim Finance Committee for distribution to Washoe County

1-3 the sum of $3,000,000 to provide a portion of the funding necessary for the

1-4 construction of a new juvenile detention facility and juvenile addiction

1-5 center in Washoe County.

1-6 2. Upon the request of Washoe County, the money appropriated

1-7 pursuant to subsection 1 may be distributed by the Interim Finance

1-8 Committee for the payment of expenses incurred by Washoe County in the

1-9 construction of a new juvenile detention facility and juvenile addiction

1-10 center in Washoe County.

1-11 3. A request to the Interim Finance Committee for a distribution of

1-12 money pursuant to subsection 2 must include:

2-1 (a) A statement setting forth the amount of money requested.

2-2 (b) A determination of the amount of resources that will be necessary for

2-3 the completion of a new juvenile detention facility and juvenile addiction

2-4 center in Washoe County.

2-5 4. Upon the receipt of a request for a distribution of money, the Interim

2-6 Finance Committee shall consider the request and may require any

2-7 additional information that it determines is necessary to make a final

2-8 decision. Before money may be distributed to Washoe County pursuant to

2-9 this section, the Interim Finance Committee must make a determination

2-10 that, with the assistance of the money so distributed, the county is able to

2-11 meet its financial obligations for the construction of the new juvenile

2-12 detention facility and juvenile addiction center. Upon approval of a request

2-13 for a distribution, the Interim Finance Committee shall distribute to Washoe

2-14 County an amount equal to the actual cost for work performed not to

2-15 exceed the amount appropriated pursuant to subsection 1 after it receives a

2-16 report from Washoe County of the work performed and the actual cost for

2-17 that work.

2-18 5. Any remaining balance of the appropriation made by subsection 1

2-19 must not be committed for expenditure after June 30, 2004, and reverts to

2-20 the state general fund as soon as all payments of money committed have

2-21 been made.

2-22 Sec. 2. This act becomes effective on July 1, 2000.
