AN ACT making an appropriation to the Registration Division of the Department of Motor

Vehicles and Public Safety for the expenses related to the production of license

plates; requiring certain money collected to defray the cost of manufacturing certain

special license plates to be allocated to the revolving account for the issuance of

special license plates; and providing other matters properly relating thereto.

 

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. There is hereby appropriated from the state highway fund

to the Registration Division of the Department of Motor Vehicles and

Public Safety the sum of $3,773,076 to be distributed as follows:

1. For the manufacture of "blue" license plates, the sum of $148,867;

2. For the redesign of existing standard license plates, the sum of

$3,610,140; and

3. For the production of special license plates for eligible interests

where applications have exceeded 250, the sum of $14,069.

Sec. 2. Any remaining balance of the appropriation made by section 1

of this act must not be committed for expenditure after June 30, 2001, and

reverts to the state highway fund as soon as all payments of money

committed have been made.

Sec. 3. Section 1 of Senate Bill No. 267 of this session is hereby

amended to read as follows:

Section 1. NRS 482.266 is hereby amended to read as follows:

  1. 482.266 1. [At the request of a person who applies for the
  1. registration or renewal of the registration of a vehicle that has motor
  1. vehicle license plates which were issued before January 1, 1982, the
  1. department shall refurbish the license plates for a fee not to exceed
  1. the actual cost of the refurbishment.
  1. 2. If a motor vehicle license plate that was issued before
  1. January 1, 1982, is delivered to the department for refurbishment,
  1. the person who applies for the registration or renewal of registration
  1. of the vehicle shall display on the vehicle a temporary permit which
  1. must be affixed to the vehicle in a form, manner and position
  1. determined by the department.] A person who desires to have
  1. regular or personalized license plates that are substantially in the
  1. same color and form as license plates manufactured before
  1. January 1, 1982, must:
  1. (a) Submit a written request for such license plates to the
  1. department in a manner and form prescribed by the department;
  1. and
  2. (b) In addition to all other applicable registration fees,
  1. licensing fees and motor vehicle privilege taxes, pay the
  1. manufacturing fee prescribed by the department.
  1. A person requesting license plates pursuant to this section must
  1. comply with all requirements for registration and licensing
  1. pursuant to this chapter. A request for license plates pursuant to
  1. this section does not, by itself, constitute a request for special
  1. license plates pursuant to subsection 3 of NRS 482.265.
  1. 2. After receiving a request and the full amount of the
  1. payment due for license plates requested pursuant to subsection 1,
  1. the department shall manufacture the license plates using
  1. substantially the same process, dies and materials as were used to
  1. manufacture license plates before January 1, 1982. The
  1. department shall deliver license plates requested pursuant to this
  1. section to a person who requests such license plates within 180
  1. days after acceptance of the written request or after receipt of
  1. payment therefor, whichever occurs last.
  1. 3. The department shall:
  1. (a) Prescribe, by regulation, a manner and form for submitting
  1. a written request pursuant to subsection 1. The form must
  1. include, without limitation, an indication of whether the requester
  1. desires to have the same letters and numbers on the license plates
  1. requested as are on the license plates that are registered to him at
  1. the time of the request.
  1. (b) Determine the cost of manufacturing a license plate
  1. pursuant to this section and prescribe a manufacturing fee, which
  1. must not exceed $25, to defray the cost of manufacturing license
  1. plates pursuant to this section. The manufacturing fee must be:
  1. (1) Collected by the department;
  1. (2) Deposited with the state treasurer to the credit of the
  1. motor vehicle fund; and
  1. (3) Allocated to the revolving account for the issuance of
  1. special license plates created pursuant to section 1 of Senate Bill
  1. No. 490 of this session to defray the costs of manufacturing
  1. license plates pursuant to this section.

4. A person who requests license plates pursuant to this

section may keep the license plates which are registered to him at

the time of the request if the license plates requested contain the

same letters and numbers as the license plates which are

registered to him at the time of the request.

Sec. 4. This act becomes effective upon passage and approval.
