1-1 Section 1. There is hereby appropriated from the state highway fund

1-2 to the Registration Division of the Department of Motor Vehicles and

1-3 Public Safety the sum of $3,773,076 to be distributed as follows:

1-4 1. For the manufacture of "blue" license plates, the sum of $148,867;

1-5 2. For the redesign of existing standard license plates, the sum of

1-6 $3,610,140; and

1-7 3. For the production of special license plates for eligible interests

1-8 where applications have exceeded 250, the sum of $14,069.

1-9 Sec. 2. Any remaining balance of the appropriation made by section 1

1-10 of this act must not be committed for expenditure after June 30, 2001, and

1-11 reverts to the state highway fund as soon as all payments of money

1-12 committed have been made.

2-1 Sec. 3. Section 1 of Senate Bill No. 267 of this session is hereby

2-2 amended to read as follows:

2-3 Section 1. NRS 482.266 is hereby amended to read as follows:

2-4 482.266 1. [At the request of a person who applies for the

2-14 determined by the department.] A person who desires to have

2-15 regular or personalized license plates that are substantially in the

2-16 same color and form as license plates manufactured before

2-17 January 1, 1982, must:

2-18 (a) Submit a written request for such license plates to the

2-19 department in a manner and form prescribed by the department;

2-20 and

2-21 (b) In addition to all other applicable registration fees,

2-22 licensing fees and motor vehicle privilege taxes, pay the

2-23 manufacturing fee prescribed by the department.

2-24 A person requesting license plates pursuant to this section must

2-25 comply with all requirements for registration and licensing

2-26 pursuant to this chapter. A request for license plates pursuant to

2-27 this section does not, by itself, constitute a request for special

2-28 license plates pursuant to subsection 3 of NRS 482.265.

2-29 2. After receiving a request and the full amount of the

2-30 payment due for license plates requested pursuant to subsection 1,

2-31 the department shall manufacture the license plates using

2-32 substantially the same process, dies and materials as were used to

2-33 manufacture license plates before January 1, 1982. The

2-34 department shall deliver license plates requested pursuant to this

2-35 section to a person who requests such license plates within 180

2-36 days after acceptance of the written request or after receipt of

2-37 payment therefor, whichever occurs last.

2-38 3. The department shall:

2-39 (a) Prescribe, by regulation, a manner and form for submitting

2-40 a written request pursuant to subsection 1. The form must

2-41 include, without limitation, an indication of whether the requester

3-1 desires to have the same letters and numbers on the license plates

3-2 requested as are on the license plates that are registered to him at

3-3 the time of the request.

3-4 (b) Determine the cost of manufacturing a license plate

3-5 pursuant to this section and prescribe a manufacturing fee, which

3-6 must not exceed $25, to defray the cost of manufacturing license

3-7 plates pursuant to this section. The manufacturing fee must be:

3-8 (1) Collected by the department;

3-9 (2) Deposited with the state treasurer to the credit of the

3-10 motor vehicle fund; and

3-11 (3) Allocated to the revolving account for the issuance of

3-12 special license plates created pursuant to section 1 of Senate Bill

3-13 No. 490 of this session to defray the costs of manufacturing

3-14 license plates pursuant to this section.

3-15 4. A person who requests license plates pursuant to this

3-16 section may keep the license plates which are registered to him at

3-17 the time of the request if the license plates requested contain the

3-18 same letters and numbers as the license plates which are

3-19 registered to him at the time of the request.

3-20 Sec. 4. This act becomes effective upon passage and approval.
