THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 385.210 is hereby amended to read as follows: 385.210 1. The superintendent of public instruction shall prescribe a1-3
convenient form of school register for the purpose of securing accurate1-4
returns from the teachers of public schools.1-5

state. If additions or amendments are made to1-9
codified statutes, the superintendent shall have1-10
amendments printed and transmitted immediately thereafter. Each1-11

your successor in office." Each school shall maintain a copy of the1-13
pamphlet with any additions or amendments in the school library for1-14
public reference.2-1
3. In addition to the requirements set forth in subsection 2, the2-2
superintendent shall provide to the board of trustees of each school2-3
district a memorandum that describes each statute newly enacted by the2-4
legislature and each regulation newly adopted by the department or the2-5
state board which affects the public schools in this state and the pupils2-6
who are enrolled in the public schools in this state. Such a memorandum2-7
must include, without limitation, a concise plan for carrying out each2-8
statute and regulation described in the memorandum, the date on which2-9
the statute or regulation becomes effective and the date by which it must2-10
be carried into effect by a school district or public school. Each such2-11
memorandum, must be made available not later than 30 days after the2-12
statute or regulation described in that memorandum becomes effective.2-13
Not later than 30 days after receipt of each such memorandum from the2-14
superintendent, the board of trustees of a school district shall provide2-15
written notice of the information contained in the memorandum to each2-16
parent or legal guardian of a pupil who is enrolled in a public school2-17
within the school district and all teachers, administrators and other2-18
educational personnel who are employed by the board of trustees. If the2-19
parent or legal guardian of a pupil cannot understand English, the notice2-20
must be provided in a language that the parent or legal guardian can2-21
understand or, if necessary, provided orally to the parent or legal2-22
guardian in a language that he can understand.2-23
4. The superintendent shall, if directed by the state board, prepare and2-24
publish a bulletin as the official publication of the department.2-25
Sec. 2. NRS 386.360 is hereby amended to read as follows: 386.360 1. The board of trustees of a school district shall ensure2-27
that each parent or legal guardian of a pupil who is enrolled in a public2-28
school within the school district and all teachers, administrators and2-29
other educational personnel who are employed by the board of trustees2-30
receive information concerning the statutes and regulations affecting the2-31
system of public schools in this state and the pupils who are enrolled in2-32
the public schools in this state in accordance with the provisions of2-33
subsection 3 of NRS 385.210.2-34
2. Each board of trustees may prescribe and enforce rules, not2-35
inconsistent with law or rules prescribed by the state board ,2-36
for its own government and the government of public schools under its2-37
charge.2-38

Sec. 3. The superintendent of public instruction and the board of3-2
trustees of each school district shall provide information on statutes and3-3
regulations in accordance with the amendatory provisions of subsection 33-4
of section 1 of this act for all statutes and regulations that are effective on3-5
or after July 1, 1999.3-6
Sec. 4. This act becomes effective on July 1, 1999.~
