THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 385.210 is hereby amended to read as follows: 385.210 1. The superintendent of public instruction shall prescribe a1-3
convenient form of school register for the purpose of securing accurate1-4
returns from the teachers of public schools.1-5
2. The superintendent shall prepare pamphlet copies of the1-6

school, school trustee1-8
state. If the state board adopts regulations to carry out these codified1-9
statutes or if additions or amendments are made to1-10
these codified statutes, the superintendent shall have1-11
regulations, additions or amendments printed and transmitted immediately1-12
thereafter. Each pamphlet1-13
turned over to your successor in office." Each school shall maintain a copy2-1
of the pamphlet with any regulations, additions or amendments in the2-2
school library.2-3
3. In addition to the requirements set forth in subsection 2, the2-4
superintendent shall, not later than July 1 of each year, provide to the2-5
board of trustees of each school district a memorandum that describes2-6
each statute newly enacted by the legislature which affects the public2-7
schools in this state and the pupils who are enrolled in the public schools2-8
in this state. The memorandum may compile all the statutes into one2-9
document. If a statute requires the state board to take action to carry out2-10
the statute, the memorandum must include a brief plan for carrying out2-11
the statute by the state board. In addition, the memorandum must include2-12
the date on which the statute becomes effective and the date by which it2-13
must be carried into effect by a school district or public school.2-14
4. Not later than 60 days after receipt of such a memorandum from2-15
the superintendent, the board of trustees of a school district shall2-16
determine which statutes directly affect pupils, parents, teachers,2-17
administrators or other educational personnel and require a plan for2-18
implementation. If the board of trustees determines that a statute2-19
requires a plan for implementation, the board of trustees shall prepare a2-20
brief plan, which must ensure that the school district and the public2-21
schools within the school district will comply with the statute on the date2-22
on which the statute becomes effective and thereafter. The board of2-23
trustees shall provide written notice of the information contained in the2-24
memorandum provided pursuant to subsection 3 that directly affects2-25
pupils, parents, teachers, administrators or other educational personnel2-26
and a brief plan for implementation of the statutes, if any, to the parents2-27
and legal guardians of pupils who are enrolled in public schools within2-28
the school district and all teachers, administrators and other educational2-29
personnel who are employed by the board of trustees. The written notice2-30
to the parents and legal guardians may be:2-31
(a) Included in other notices that the board of trustees provides to2-32
parents and legal guardians.2-33
(b) Provided in a language other than English if the board of trustees2-34
determines that it is necessary for the parent or legal guardian to2-35
understand the notice.2-36
5. The superintendent shall, if directed by the state board, prepare and2-37
publish a bulletin as the official publication of the department.2-38
Sec. 2. NRS 386.360 is hereby amended to read as follows: 386.360 1. The board of trustees of a school district shall ensure2-40
that all teachers, administrators and other educational personnel who are2-41
employed by the board of trustees receive information concerning the2-42
statutes that directly affect the duties and responsibilities of the teachers,3-1
administrators and other educational personnel in accordance with the3-2
provisions of subsection 4 of NRS 385.210.3-3
2. Each board of trustees may prescribe and enforce rules, not3-4
inconsistent with law or rules prescribed by the state board ,3-5
for its own government and the government of public schools under its3-6
charge.3-7

Sec. 3. The superintendent of public instruction and the board of3-10
trustees of each school district shall provide information on statutes and3-11
regulations in accordance with the amendatory provisions of subsections 33-12
and 4 of section 1 of this act for all statutes and regulations that are effective3-13
on or after July 1, 1999.3-14
Sec. 4. This act becomes effective on August 1, 1999.~
