THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 385.210 is hereby amended to read as follows: 385.210 1. The superintendent of public instruction shall prescribe a1-3
convenient form of school register for the purpose of securing accurate1-4
returns from the teachers of public schools.1-5
2. The superintendent shall prepare pamphlet copies of the1-6

school, school trustee1-8
state. If the state board adopts regulations to carry out these codified1-9
statutes or if additions or amendments are made to1-10
these codified statutes, the superintendent shall have1-11
regulations, additions or amendments printed and transmitted immediately1-12
thereafter. Each pamphlet2-1
turned over to your successor in office." Each school shall maintain a copy2-2
of the pamphlet with any regulations, additions or amendments in the2-3
school library.2-4
3. In addition to the requirements set forth in subsection 2, the2-5
superintendent shall, to the extent practicable and not later than July 12-6
of each year, provide to the board of trustees of each school district a2-7
memorandum that describes each statute newly enacted by the legislature2-8
which affects the public schools in this state and the pupils who are2-9
enrolled in the public schools in this state. The memorandum may2-10
compile all the statutes into one document. If a statute requires the state2-11
board to take action to carry out the statute, the memorandum must2-12
include a brief plan for carrying out the statute by the state board. In2-13
addition, the memorandum must include the date on which the statute2-14
becomes effective and the date by which it must be carried into effect by a2-15
school district or public school.2-16
4. Not later than 60 days after receipt of such a memorandum from2-17
the superintendent, the board of trustees of a school district shall2-18
determine which statutes directly affect pupils, parents, teachers,2-19
administrators or other educational personnel and require a plan for2-20
implementation. If the board of trustees determines that a statute2-21
requires a plan for implementation, the board of trustees shall prepare a2-22
brief plan, which must ensure that the school district and the public2-23
schools within the school district will comply with the statute on the date2-24
on which the statute becomes effective and thereafter. The board of2-25
trustees shall provide written notice of the information contained in the2-26
memorandum provided pursuant to subsection 3 that directly affects2-27
pupils, parents, teachers, administrators or other educational personnel2-28
and a brief plan for implementation of the statutes, if any, to the parents2-29
and legal guardians of pupils who are enrolled in public schools within2-30
the school district and all teachers, administrators and other educational2-31
personnel who are employed by the board of trustees. The written notice2-32
to the parents and legal guardians may be:2-33
(a) Included in other notices that the board of trustees provides to2-34
parents and legal guardians.2-35
(b) Provided in a language other than English if the board of trustees2-36
determines that it is necessary for the parent or legal guardian to2-37
understand the notice.2-38
5. The superintendent shall, if directed by the state board, prepare and2-39
publish a bulletin as the official publication of the department.2-40
Sec. 2. NRS 386.320 is hereby amended to read as follows: 386.320 1. If the total pupil enrollment in the school district for the2-42
immediately preceding school year is less than 1,000:3-1
(a) The clerk and president of the board of trustees may each receive a3-2
salary of $85 for each board of trustees meeting they attend, not to exceed3-3
$170 a month.3-4
(b) The other trustees may each receive a salary of $80 for each board of3-5
trustees meeting they attend, not to exceed $160 a month.3-6
(c) The board of trustees may hire a stenographer to take the minutes of3-7
the meetings of the board of trustees, and the stenographer may be paid a3-8
reasonable fee for each meeting attended.3-9
2. If the total pupil enrollment in the school district for the immediately3-10
preceding school year is 1,000 or more:3-11
(a) The clerk and president of the board of trustees may each receive a3-12
salary of $85 for each board of trustees meeting they attend, not to exceed3-13

(b) The other trustees may each receive a salary of $80 for each board of3-15
trustees meeting they attend, not to exceed3-16
(c) The board of trustees may hire a stenographer to take the minutes of3-17
the meetings of the board of trustees, and the stenographer may be paid a3-18
reasonable fee for each meeting attended.3-19
Sec. 3. NRS 386.360 is hereby amended to read as follows: 386.360 1. The board of trustees of a school district shall ensure3-21
that all teachers, administrators and other educational personnel who are3-22
employed by the board of trustees receive information concerning the3-23
statutes that directly affect the duties and responsibilities of the teachers,3-24
administrators and other educational personnel in accordance with the3-25
provisions of subsection 4 of NRS 385.210.3-26
2. Each board of trustees may prescribe and enforce rules, not3-27
inconsistent with law or rules prescribed by the state board ,3-28
for its own government and the government of public schools under its3-29
charge.3-30

Sec. 4. The superintendent of public instruction and the board of3-33
trustees of each school district shall provide information on statutes and3-34
regulations in accordance with the amendatory provisions of subsections 33-35
and 4 of section 1 of this act for all statutes and regulations that are effective3-36
on or after July 1, 1999.3-37
Sec. 5. This act becomes effective on August 1, 1999.~
