Nevada Legislature hereby declare that:
1. Violence in the schools within the State of Nevada is unacceptable;
2. Programs using peer mediation and conflict resolution have been
demonstrated to be effective methods of curbing school violence in other
jurisdictions throughout the United States; and
3. Programs that use peer mediation and conflict resolution in certain
schools in this state have reduced the incidence of violence between pupils
and against the staff of the schools; now, therefore,
THE PEOPLE OF THE STATE OF NEVADA,
REPRESENTED IN SENATE AND ASSEMBLY, DO
ENACT AS FOLLOWS:

Section 1. There is hereby appropriated from the state general fund to2-2
the Department of Education the sum of $50,000 for the award of grants to2-3
schools that have established programs for peer mediation and conflict2-4
resolution.2-5
Sec. 2. 1. The Department of Education shall use the money2-6
appropriated by section 1 of this act to award grants to schools that have2-7
established programs for peer mediation or conflict resolution. The2-8
Department shall give priority to those schools that have a high incidence2-9
of:2-10
(a) Violence between pupils;2-11
(b) Violence directed against teachers or other members of the staff;2-12
(c) Violence involving weapons; or2-13
(d) Any combination of paragraph (a), (b) or (c).2-14
2. Each grant awarded pursuant to subsection 1 must not exceed2-15
$2,500. The grants must not be used for the administrative salaries of2-16
school administrators.2-17
3. Participating schools may submit an application for a grant to the2-18
Department of Education and each grant must be awarded on a competitive2-19
basis according to the criteria set forth in subsection 1.2-20
Sec. 3. Any remaining balance of the appropriation made by section 12-21
of this act must not be committed for expenditure after June 30, 2001, and2-22
reverts to the state general fund as soon as all payments of money2-23
committed have been made.2-24
Sec. 4. This act becomes effective upon passage and approval.~
