THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. 1. The Legislative Auditor shall conduct a performance1-2
audit of the Department of Transportation.1-3
2. The audit must include, without limitation, an evaluation of:1-4
(a) Specifications of materials used for road construction and1-5
maintenance;1-6
(b) The testing and certification process of the materials;1-7
(c) The extent to which the materials comply with the specifications;1-8
(d) The procedure regarding change orders and other amendments to a1-9
construction or maintenance contract; and1-10
(e) The process used to establish specifications and the related advisory1-11
relationship between the department and the University of Nevada, Reno.1-12
3. The Legislative Auditor shall present a final written report of the1-13
audit to the Audit Subcommittee of the Legislative Commission not later1-14
than February 5, 2001.2-1
4. The provisions of NRS 218.737 to 218.890, inclusive, apply to the2-2
audit conducted pursuant to subsection 1.2-3
Sec. 2. 1. There is hereby appropriated from the state highway fund2-4
to the legislative fund created pursuant to NRS 218.085 the sum of2-5
$120,000 for use by the Legislative Auditor to carry out the provisions of2-6
section 1 of this act.2-7
2. Any remaining balance of the appropriation made by subsection 12-8
must not be committed for expenditure after June 30, 2001, and reverts to2-9
the state highway fund as soon as all payments of money committed have2-10
been made.2-11
Sec. 3. This act becomes effective upon passage and approval.~
