THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. NRS 483.380 is hereby amended to read as follows: 483.380 1. Except as otherwise provided in NRS 483.247, every1-3
driver’s license expires on the fourth anniversary of the licensee’s birthday,1-4
measured in the case of an original license, a renewal license and a renewal1-5
of an expired license, from the birthday nearest the date of issuance or1-6
renewal. Any applicant whose date of birth was on February 29 in a leap1-7
year is, for the purposes of NRS 483.010 to 483.630, inclusive, considered1-8
to have the anniversary of his birth fall on February 28.1-9
2. Every license is renewable at any time before its expiration upon1-10
application1-11

3. The department may, by regulation, defer the expiration of the2-2
driver’s license of a person who is on active duty in the Armed Forces2-3
upon such terms and conditions as it may prescribe. The department may2-4
similarly defer the expiration of the license of the spouse or dependent son2-5
or daughter of that person if the spouse or child is residing with the person.2-6
Sec. 2. NRS 483.293 is hereby repealed.2-7
Sec. 3. Section 119 of chapter 483, Statutes of Nevada 1997, at page2-8
2075, is hereby repealed.2-9
Sec. 4. 1. This section and sections 1 and 2 of this act become2-10
effective on July 1, 1999.2-11
2. Section 3 of this act becomes effective at 12:01 a.m. on July 1,2-12

TEXT OF REPEALED SECTIONS483.293 Payment of child support: Statement by applicant for

license; grounds for denial of license; duty of department. [Expires by2-16
limitation on the date of the repeal of the federal law requiring each2-17
state to establish procedures for withholding, suspending and2-18
restricting the professional, occupational and recreational licenses for2-19
child support arrearages and for noncompliance with certain processes2-20
relating to paternity or child support proceedings.]2-21
1. An applicant for the issuance or renewal of a driver’s license shall2-22
submit to the department the statement prescribed by the welfare division2-23
of the department of human resources pursuant to NRS 425.520. The2-24
statement must be completed and signed by the applicant.2-25
2. The department shall include the statement required pursuant to2-26
subsection 1 in:2-27
(a) The application or any other forms that must be submitted for the2-28
issuance or renewal of the driver’s license; or2-29
(b) A separate form prescribed by the department.2-30
3. A driver’s license may not be issued or renewed by the department2-31
if the applicant:2-32
(a) Fails to submit the statement required pursuant to subsection 1; or2-33
(b) Indicates on the statement submitted pursuant to subsection 1 that he2-34
is subject to a court order for the support of a child and is not in2-35
compliance with the order or a plan approved by the district attorney or2-36
other public agency enforcing the order for the repayment of the amount2-37
owed pursuant to the order.3-1
4. If an applicant indicates on the statement submitted pursuant to3-2
subsection 1 that he is subject to a court order for the support of a child and3-3
is not in compliance with the order or a plan approved by the district3-4
attorney or other public agency enforcing the order for the repayment of3-5
the amount owed pursuant to the order, the department shall advise the3-6
applicant to contact the district attorney or other public agency enforcing3-7
the order to determine the actions that the applicant may take to satisfy the3-8
arrearage.3-9
Section 119 of chapter 483, Statutes of Nevada 1997:3-10
Sec. 119. NRS 483.380 is hereby amended to read as follows:3-11
483.380 1. Except as otherwise provided in section 5 of [this3-12
act,] Senate Bill No. 355 of this session, every driver’s license3-13
expires on the fourth anniversary of the licensee’s birthday,3-14
measured in the case of an original license, a renewal license and a3-15
renewal of an expired license, from the birthday nearest the date of3-16
issuance or renewal. Any applicant whose date of birth was on3-17
February 29 in a leap year is, for the purposes of NRS 483.010 to3-18
483.630, inclusive, considered to have the anniversary of his birth3-19
fall on February 28.3-20

upon application , submission of the statement required pursuant to3-22
section 115 of this act and payment of the required fee.3-23
3. The department may, by regulation, defer the expiration of3-24
the driver’s license of a person who is on active duty in the Armed3-25

department may similarly defer the expiration of the license of the3-27
spouse or dependent son or daughter of that person if the spouse or3-28
