THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 574 of NRS is hereby amended by adding thereto1-2
a new section to read as follows:1-3
1. Except as otherwise provided in subsection 2, a person or animal1-4
shelter shall not sell, buy, barter or give or offer to sell, buy, barter or1-5
give an animal to a person or governmental entity for research or1-6
experimentation.1-7
2. Any person, except an animal shelter, may sell, buy, barter or give1-8
an animal to the faculty of a regularly incorporated medical college or1-9
university of this state or to a licensed hospital or medical laboratory for1-10
research or experimentation.1-11
3. A person who violates the provisions of this section is guilty of a1-12
misdemeanor. As used in this subsection, "person" includes an operator.1-13
4. As used in this section:1-14
(a) "Animal shelter" has the meaning ascribed to it in NRS 574.240.1-15
(b) "Operator" has the meaning ascribed to it in NRS 574.290.2-1
Sec. 2. NRS 574.050 is hereby amended to read as follows: 574.050 As used in NRS 574.050 to 574.200, inclusive2-3
section 1 of this act:2-4
1. "Animal" does not include the human race, but includes every other2-5
living creature.2-6
2. "Torture" or "cruelty" includes every act, omission or neglect,2-7
whereby unjustifiable physical pain, suffering or death is caused or2-8
permitted.2-9
Sec. 3. The amendatory provisions of this act do not apply to offenses2-10
that were committed before October 1, 1999.~
