AN ACT relating to education; requiring the Department of Education to adopt a plan for the establishment of a program for the professional development of teachers; requiring the Board of Regents of the University of Nevada to adopt a plan for the establishment of a program for the recruitment of teachers; and providing other matters properly relating thereto.

 

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

1-1 Section 1. 1. The Department of Education shall, in cooperation

1-2 with the Board of Regents, adopt a plan for the establishment of a program

1-3 for the professional development of teachers.

1-4 2. The plan adopted by the Department of Education must provide for

1-5 the establishment of a program for the professional development of

1-6 teachers that is designed to:

1-7 (a) Encourage licensed teachers to teach in areas of this state in which a

1-8 shortage of teachers exists.

1-9 (b) Encourage licensed teachers to obtain an endorsement in a field of

1-10 specialization where a shortage of teachers exists.

1-11 (c) Offer an equitable opportunity for all teachers to participate in the

1-12 program.

2-1 (d) Recruit teachers for participation in the program. The recruitment

2-2 must include, without limitation, publication of the information regarding

2-3 the program to:

2-4 (1) Students who are enrolled in institutions of higher education;

2-5 (2) Organizations that represent licensed educational personnel; and

2-6 (3) The licensed educational personnel in the public schools in this

2-7 state.

2-8 3. The Department of Education shall work in cooperation with the

2-9 boards of trustees of the school districts to designate areas in this state

2-10 where a shortage of teachers exists and identify fields of specialization

2-11 where a shortage of teachers exists.

2-12 4. The Department of Education may apply for federal grants of money

2-13 available for the development of the program, if any.

2-14 5. On or before February 5, 2001, the Department of Education shall

2-15 submit the plan adopted pursuant to this section to the Director of the

2-16 Legislative Counsel Bureau for transmittal to the 71st session of the

2-17 Nevada Legislature.

2-18 Sec. 2. 1. The Board of Regents shall, in cooperation with the

2-19 Department of Education, adopt a plan for the establishment of a program

2-20 for the recruitment of teachers.

2-21 2. The plan adopted by the Board of Regents must provide for the

2-22 establishment of a program for the recruitment of teachers that is designed

2-23 to recruit pupils enrolled in the high schools in this state and students

2-24 enrolled in a community college or university of the University and

2-25 Community College System of Nevada for participation in the program.

2-26 The recruitment must include, without limitation:

2-27 (a) Publication of the information regarding the program to

2-28 organizations that include students who wish to become teachers.

2-29 (b) Methods to encourage pupils who are enrolled in high schools to

2-30 enter the field of teaching, including, without limitation, pupils with

2-31 disabilities and pupils who are of diverse racial, ethnic and cultural

2-32 backgrounds. The Board of Regents shall work in cooperation with the

2-33 boards of trustees of the school districts to determine the most effective

2-34 methods to identify such pupils.

2-35 3. The Board of Regents may apply for federal grants of money

2-36 available for the development of the program, if any.

2-37 4. On or before February 5, 2001, the Board of Regents shall submit

2-38 the plan adopted pursuant to this section to the Director of the Legislative

2-39 Counsel Bureau for transmittal to the 71st session of the Nevada

2-40 Legislature.

2-41 Sec. 3. This act becomes effective on July 1, 1999.
