THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

Section 1. Chapter 354 of NRS is hereby amended by adding thereto1-2
a new section to read as follows:1-3
1. Except as otherwise provided in subsection 2, an affirmative vote1-4
of not fewer than two-thirds of all the members of the governing body of1-5
a local government is necessary to pass an ordinance, resolution or any1-6
other instrument that creates, generates or increases public revenue in1-7
any form, including, without limitation, taxes, fees, assessments and1-8
rates, or changes in the computation bases for taxes, fees, assessments1-9
and rates.1-10
2. If two-thirds of the members of the governing body do not approve1-11
such an ordinance, resolution or other instrument, a majority of the1-12
members of the governing body may submit the question of whether the1-13
ordinance, resolution or other instrument should be adopted to the1-14
registered voters within the jurisdiction of the local government at the1-15
next general election or next general city election. If a majority of the2-1
registered voters voting on the question approve the adoption of the2-2
ordinance, resolution or other instrument, the ordinance, resolution or2-3
other instrument becomes effective upon completion of the canvass of2-4
votes or at a later date if such a date is specified in the ordinance,2-5
resolution or other instrument.2-6
3. As used in this section, "local government" means a political2-7
subdivision of this state which is authorized to create, generate or2-8
increase public revenue, including, without limitation, counties, cities,2-9
towns, boards, authorities, school districts and other districts organized2-10
pursuant to chapters 244, 244A, 309, 318, 379, 439, 450, 473, 474, 539,2-11
541, 543 and 555 of NRS.2-12
Sec. 2. This act becomes effective on July 1, 1999.~
