AN ACT making an appropriation to the Office of the Governor for the support of statewide AmeriCorps programs; and providing other matters properly relating thereto.

Whereas, The National and Community Service Trust Act of 1993,

Public Law 103-82, created the AmeriCorps to facilitate programs in the

various states that engage people of all ages and backgrounds in helping to

solve problems and build stronger communities; and

Whereas, The Nevada Commission for National and Community

Service was created by Executive Order of the Governor of Nevada in

1994 to address Nevada’s extreme educational and environmental needs,

as well as to facilitate solutions to Nevada’s important human needs and

needs related to public safety; and

Whereas, Continued state support of the Nevada Commission for

National and Community Service ensures state control of fully two-thirds

of the federal funding for the AmeriCorps program available to Nevada

based on its population; and

Whereas, The requested appropriation will allow the Nevada

Commission for National and Community Service to award and manage

between $500,000 and $1,000,000 per year in volunteer, community

service programs, creating the potential for an 8 to 1 return on the state

dollar to provide services to Nevadans; and

Whereas, Funding will allow aggressive recruitment of Nevada’s high

school seniors and college students to become AmeriCorps members and

receive up to $4,750 per year in college scholarships, along with a living

allowance while serving their communities; now, therefore,

THE PEOPLE OF THE STATE OF NEVADA, REPRESENTED IN

SENATE AND ASSEMBLY, DO ENACT AS FOLLOWS:

2-1 Section 1. 1. There is hereby appropriated from the state general

2-2 fund to the Office of the Governor the sum of $250,000 for use by the

2-3 Nevada Commission for National and Community Service to pay a portion

2-4 of the costs to provide AmeriCorps programs in Nevada.

2-5 2. Any remaining balance of the appropriation made by subsection 1

2-6 must not be committed for expenditure after June 30, 2001, and reverts to

2-7 the state general fund as soon as all payments of money committed have

2-8 been made.

2-9 Sec. 2. This act becomes effective upon passage and approval.
